  1. Background: Ministry of Livestock and Fisheries (MLF) has received funding from the World Bank towards the cost of implementing the 5-years South Sudan Resilient Livestock Sector Project (RLSP) and intends to apply part of the proceeds for consulting services. The project development objective is to enhance animal health, improve range-land management, and strengthen resilience of livestock production in selected project areas. The project will directly benefit 166,000 households in the targeted eight (8) Counties in the following five (5) States, namely: Jonglei, Warrap, Upper Nile, Central Equatoria and Western Equatoria. The project aims to lay the foundation for a climate-resilient, competitive, and gender sensitive productive livestock sector in South Sudan to enable socioeconomic and inclusive growth. The main components of the project are; (i) strengthening animal health and welfare systems, (ii) sustainable and integrated rangeland development and management for livestock production, with focus on feed and water management, (iii) technical assistance, institutional strengthening, and project management, coordination, monitoring, and communication.
  1. Objective: The consulting services (“the Services”) is for Management Information (MIS) Specialist who will work within the Ministry’s PCU and be responsible for conducting maintenance and development of the Management Information Systems (MIS). The objective of the assignment is to effectively and efficiently manage the project management information system which will incorporate elements of the Monitoring and Evaluation framework and the results matrix and that will provide mechanisms and modalities for monitoring the achievement of activities, outputs, outcome and their contribution towards the achievement of each project development objective. The incumbent is expected to work in synergy with other Donor funded projects being coordinated through PCU under MLF.
  1. Key Responsibilities: These include but are not limited to the following:
  • Develop and Implement all of the Program Management Information Systems as per each project’s requirements;
  • Manage beneficiary households and monitor the delivery of direct income support using the biometric system and MIS established and enhanced under the World Bank funded project SSSNP;
  • Strengthening existing safety net tools such as (a) MIS and biometric tools; (b) a robust payment mechanism; and (c) an enhanced GRM and implementation capacities which will enable future government-owned;
  • Manage the data collected throughout implementation in order to consolidate government ownership by ensuring safety and security of the data;
  • Advise coach, and mentor the biometric registration and mentoring teams by the project partner;
  • Maintain contact with field teams to ensure the timely flow of the projects’ data using the Geo-Enabled Monitoring System (GEMS) supported by the World Bank to gather data using open-source software that will feed into the overall monitoring system;
  • Measure progress according to monthly timelines, identifying gaps in delivery, proposing solutions in collaboration with the relevant Project Manager;
  • Troubleshoot & solve problems when technical glitches/bottlenecks are encountered to ensure the delivery of quality information;
  • Manage gathering of impact, effect & human-interest data from the field, ensure accuracy and quality assurance of information.

  1. Qualifications and Experience: The consultant must meet the minimum qualification and selection criteria indicated below:

  • Master’s Degree in Information Technology, Computer Science, Software Engineering or other relevant disciplines is required;
  • Bachelor’s Degree in Information Technology, Computer Science, Software Engineering or other relevant disciplines with a combination of three (3) additional years of relevant professional experience in data collection and management may be accepted in lieu of the advance university degree.
  1. Experience
  • A minimum of Six (6) years’ relevant work experience in development of Project Management Information Systems with donors’ funded projects, particularly World Bank;
  • Experience in implementation of Biometric identity systems and Installing and Supporting Network segments for both LAN & WAN is an asset.
  1. General Competencies
  • Knowledge of ISO 27001 security standard and its implementation is an advantage;
  • Knowledge of Administration of Databases using Microsoft SQL Server is an asset;
  • Experience in Key roles in DATA Center Services including SAN, Redundancy, Clusters load balancing and fail over. Antivirus, malware Security system, deployment and management in networks is desirable;
  • Strong knowledge in SQL server databases including programming languages like VB.NET, JQuery, Ajax is an advantage;
  • Database management including timely back-ups and sync of data is desirable;
  • Experience of working with Government, United Nations or aid agencies in conflict and/or post conflict situations is desired.
  1. Selection Criteria: The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised 7th Edition of September 2025 which can be found at the following website: www.worldbank.org/procurement. Individual Consultant Selection (ICS) method will be used, and the first step shall be shortlisting based on the above qualification and experience requirements. This will then be followed by oral interviews for the shortlisted candidates and will be assessed using scored criteria as: (i) Qualification – 20%, (ii) Specific experience – 50%, and (iii) Desirable skills – 30%.
  1. Duration of the Assignment: The initial duration of the consultancy services is Twenty-four (24) months and shall be subject to renewal annually based on the performance and availability of funds.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
