Le présent marché est un marché de communication globale pour l’opération de TCSP Sénia-Orly, dénommé ci-après le « Projet » sous maîtrise d’ouvrage d’Île-de-France Mobilités (IdFM). Le projet consiste au prolongement du site propre de la ligne de bus existante 393 suivant un itinéraire de 12,2km dont 6,4km d’aménagement portés par Île-de-France Mobilités et 5,8km en voie banalisée sur la plateforme aéroportuaire, depuis son actuel terminus à Thiais, jusqu’à l’aéroport d’Orly. Le projet de prolongement de la ligne 393, nommé TCSP Sénia–Orly dans la suite du document, est localisé dans les départements du Val-de-Marne (94, région Île-de-France) et de l’Essonne (91, région Île-de-France). Il desservira les communes de Thiais, Rungis, Orly et Paray-Vieille-Poste. Le projet de ligne de transport en site propre entre Thiais et la plateforme aéroportuaire d’Orly, « TCSP Sénia–Orly » est inscrit au Schéma Directeur de la Région Île-de-France (SDRIF) après avis du Conseil d’État, et mis en compatibilité par arrêté préfectoral n°2019-1904 du 15 juillet 2019, ainsi qu’au Plan de Déplacements Urbains d’Île-de-France (PDUIF), approuvé par délibération du Conseil Régional du n°CR 36-14 du 19 juin 2014. Le projet a bénéficié d’une déclaration d’Utilité Publique en date du 5 juillet 2023. Les missions principales identifiées peuvent être organisées de la manière suivante : 1.
