Project management services - Creation of the "Mille Premiers Jours" crèche for the Departmental Council of Meurthe-et-Moselle - candidate selection phase

The use of the negotiated procedure is justified by the very nature of the contract, which is a project management services contract involving design services in accordance with Article R2124-3, paragraph 3 of the Public Procurement Code. The estimated duration of the contract is 45 months (including defects liability period) starting from the service order. This is a restricted consultation in two phases with the submission of a preliminary design study (APS) during the offer phase. Basic services: ESQ, APS, APD, PRO, ACT, VISA, DET, and AOR. The basic services include: STD studies. Additional services: TDS. Estimated cost of works: 1,400,000 Euros (excluding VAT). An indemnity of 20,000 Euros (including VAT) will be paid to the group admitted to participate in the offer phase for a preliminary design study (APS) submission level; this amount will be included in the fees of the awarded contractor. The buyer reserves the right to reduce the indemnity amount if the services are not satisfactory. A site visit is mandatory; the estimated period for the visit is July 2026. The arrangements for organizing the visit will be available in the consultation regulations for the offer phase. During the offer phase, should the contracting authority decide to negotiate with the candidates who have submitted an offer, they will be notified in writing of the negotiation arrangements and the relevant offer elements. The arrangements for submitting a revised offer will be specified in the same document. The contracting authority reserves the right to award the contract based on the initial offers without negotiation.
