We at the City of Turku want to make high-quality procurements and cooperate with companies. That is why we want to conduct a market survey before publishing the actual procurement notice. The aim is to map the markets for the subject of the procurement and to obtain comprehensive information on availability, implementation possibilities, and potential service providers. This is a request for comments concerning the procurement of a project management consultant for the Turku centralized kitchen project, planned by the City of Turku, which will be implemented at the end of 2026. The estimated value of the procurement is approximately €500,000 during the contract period (incl. options). One supplier will be sought for the procurement. The City of Turku is preparing the implementation of a new centralized production kitchen for the meal services of early childhood education, schools, and educational institutions. The aim of the project is to secure the capacity of growing food service production, improve food quality, delivery reliability, and security of supply, and to address challenges related to personnel availability in the long term. The project management consultant sought through the procurement will be responsible for leading the preparation, planning, and implementation of the new centralized production kitchen project so that the project proceeds on schedule, within budget, and according to the set goals. The consultant will act as the city's practical project management resource throughout the planning process. The procurement will include an option for the project consultant's involvement during the implementation planning and construction phases as well. A more detailed description of the project and the need for a project management consultant is provided in Appendix 1. This notice is not a procurement notice or a request for tenders, but a request for information aimed at mapping the market and developing the procurement's tender documents. The request for information does not bind those who respond. Responses will influence the implementation of the procurement and may reduce the need to ask questions during the tender process. The contracting entity is not committed to implementing the procurement based on the market survey, and the descriptions/specifications presented do not bind the contracting entity. Based on the Act on the Openness of Government Activities, the responses are generally public after the contract has been awarded. Therefore, responses should be drafted in a way that they do not contain business or professional secrets. If it is necessary to include business secrets in the responses, they must be marked as business secrets. If the attachments to the responses contain information that is to be kept confidential, it must be clearly and unambiguously indicated in the attachments which parts contain business secrets. If the information provided in the responses is not marked as a business secret, the contracting entity will treat it as so-called party-specific public information. The contracting entity will consider on a case-by-case basis whether information declared as business or professional secrets is legally confidential.
