Binnen landsdeel Zuidoost wordt gewerkt aan de transformatie van de gesloten jeugdhulp. Onderdeel van die bredere ontwikkeling is de opbouw van zorgonderwijsknooppunten als nieuw type voorziening voor een beperkte groep jeugdigen met complexe en meervoudige problematiek. Voor deze jeugdigen is een integrale benadering nodig waarin behandeling, begeleiding, onderwijs en dagbesteding met elkaar zijn verbonden. Uit de conceptbeschrijving van de zorgondewijsknooppunten volgt dat het gaat om jeugdigen voor wie bestaande vormen van kleinschalige behandeling of residentiële ondersteuning onvoldoende passend zijn. Voor een deel van deze jeugdigen is tijdelijk behandeling nodig binnen een setting waarin, indien noodzakelijk en op basis van een machtiging, vrijheidsbeperkende maatregelen kunnen worden toegepast. Daarbij staat steeds voorop dat deze maatregelen zo beperkt en zo kort mogelijk worden ingezet.
De inkopende organisatie bevindt zich op dit moment in een voorbereidende en verkennende fase. In die fase wordt informatie opgehaald bij verwijzers, onderwijs, ervaringsdeskundigen en jeugdhulpaanbieders. De marktconsultatie vormt een onderdeel van die verkenning en is bedoeld om de verdere ontwikkeling van ZOK’s inhoudelijk en praktisch beter te onderbouwen.
