Toll Collect, as a federal company, organizes toll collection in Germany and operates one of the world's largest satellite-based toll systems, which we are also opening up to private toll service providers. Furthermore, in the interest of the federal government, Toll Collect undertakes a variety of tasks for intelligent traffic management. This includes providing digital platforms on which all participants can collaborate smoothly. In addition, Toll Collect advises its customers with extensive technological know-how and jointly combines ideas and services with them to create a comprehensive solution tailored to their needs. Toll Collect also operates and develops extensive IT systems from A to Z: agile, data protection compliant, and reliable. Toll Collect creates added value for society. We analyze data from the toll system that enables efficient and sustainable traffic management. We make traffic infrastructure more efficient and increase traffic safety. We improve publicly available map material and provide open data for third parties. We support the federal government in achieving its ambitious climate goals. Toll Collect GmbH is based in Berlin and employs around 700 people. Toll Collect operates several hundred control devices - including control gantries, control columns, and mobile and portable systems - which automatically capture, evaluate, and assess vehicle data and images. Automatic Number Plate Recognition (ANPR) plays a significant role in this: official license plates of the controlled vehicles are recognized from the vehicle images, and the country of origin is determined. This forms an important basis for toll and traffic safety control, especially for data assignment from various data sources. Currently, license plate recognition is performed decentrally on the individual control devices themselves. As part of the further development of the IT architecture, Toll Collect is considering the possibility of centralizing this processing logic and operating it in its own data center in the future. This is intended to improve maintainability, scalability, and the uniform further development of the recognition logic, among other things. As an operating platform, Toll Collect relies on OpenShift, a container-based on-premise platform that enables flexible and secure data center operation. Since several hundred control devices can generate requests almost simultaneously, a centrally operated ANPR software must be highly available and highly scalable, as well as seamlessly integrable into the existing IT infrastructure - without compromising real-time license plate recognition in very high quality. Toll Collect wants to find out which software with which functions and boundary conditions is available on the market for data center operation in an OpenShift environment, what interfaces they offer, and in particular how adaptable the solutions are during ongoing operation, how optimizations could work, and to what extent and in which model licensing would be necessary. To prepare for a possible award procedure, Toll Collect is conducting a market exploration in accordance with § 28 VgV.
