Requirements for the Contractor: The contractor assumes complete work planning and execution. They must contact all necessary authorities mentioned above to realize the construction site (including joint meetings). The responsibility for site planning, work procedures, and correct execution lies with them. The contractor must be able to provide four to five crews simultaneously and possess the appropriate technology for felling in the vicinity of the Ruhrbahn overhead lines and lighting for night work. The work to be performed must generally be carried out during the de-energization of the overhead line power supply and the associated temporary shutdown of rail traffic. If de-energization of the power supply is not possible in special cases, an insulated aerial work platform and/or an electrical specialist will be provided by the network operator (Ruhrbahn). If the size of the Ruhrbahn GmbH's insulated aerial work platform is insufficient, the contractor must provide an insulated aerial work platform of adequate size. The use of the insulated platform serves solely for personnel protection in case of unintentional approach to the contact wire. In cases where power is not switched off, insulated work tools (e.g., pole saw) must be provided by the contractor. Work on the respective track section may only begin after documented and signed handover by the client to the contractor. The corresponding protocol must be created daily, even for the same track section. The contractor generally works with truck-mounted aerial work platforms and construction site vehicles in accordance with the German Road Traffic Regulations (StVO). The aerial work platform must reach a height of 30 meters. Work using aerial work platforms must be carried out exclusively by appropriately trained personnel with valid operating authorization according to DGUV-Grundsatz 308-008. A functioning rescue chain must be guaranteed at all times. In special cases (approx. 10%), additional special work methods (e.g., SKT, insulated platform, chain hoist) may be required. Work using rope access techniques (SKT) may only be carried out after prior inspection documented by the contractor and exclusively by qualified specialists with valid proof (e.g., SKT-A/B according to FLL). A continuously ensured rescue chain must be guaranteed. The execution of the work requires a high degree of traffic safety measures, both for road and rail traffic. Professional traffic safety measures are mandatory. The Noise Protection Ordinance for Traffic § 16 BImSchV applies. § 30 Abs. 3 and 4 StVo must be observed. Exemption permits must be obtained from the competent authority. All employees must be instructed in safe behavior in tramway areas according to the "Operating Instructions for Working in Track Areas". During work and when present in the construction site area, the regulations of the BG Gartenbau (Professional Association for the Horticulture and Agriculture Industry) or the Social Insurance for Agriculture, Forestry and Horticulture must be fully complied with. All pruning measures are based on the ZTV-Baumpflege 2017 (Additional Technical Specifications for Tree Care). During all work, care must be taken not to damage the track bed or the overhead lines. The cut material must be transported away by the contractor on the same day within the scope of the existing construction site safety measures and, if necessary, power shutdown. The contractor bears full responsibility for the work safety of the personnel deployed by them according to the guidelines of the BG, or SVLFG, DGUV, especially DGUV-Information 203-033, DGUV-Vorschrift 1 and 3.
