El puntaje final resultará al sumar el puntaje obtenido por cada factor descrito, aplicadas las ponderaciones indicadas precedentemente y en el caso de existir decimales en el resultado, estos serán aproximado hasta el número entero superior.
La evaluación del precio tendrá una ponderación de 60%.
El puntaje se asignará de acuerdo a la siguiente fórmula:
(Precio neto unitario mínimo ofertado/Precio neto unitario de la oferta) X 100
En el caso de que existan diferencias entre el valor precio neto de la oferta del Anexo Nº 2 y el precio ofertado en el Comprobante de Oferta que el oferente ingrese en el Sistema de Información, prevalecerán los señalados en el Anexo Nº 2, salvo que exista un error evidente, como por ejemplo, incluir IVA si no se ha solicitado.
b. Plazo de Entrega:
La evaluación del plazo de entrega tendrá una ponderación de 35%.
El puntaje se asignará de acuerdo a la siguiente fórmula:
(Menor plazo de entrega ofertado/Plazo de entrega de la oferta) X 100
c. Programas de Integridad por parte de los proveedores
La evaluación del programa de integridad y ética empresarial del oferente tendrá una ponderación de 2%.
Para evaluar este Subfactor, el oferente deberá acompañar la Declaración Jurada Simple (ANEXO N° 5), que indique que tiene programas de integridad y ética empresarial, los cuales sean efectivamente conocidos y aplicados por su personal, y debiéndose adjuntar estos programas; en conformidad al artículo 17 del D.S. N°661 de 2024, del Ministerio de Hacienda.
Las ofertas serán evaluadas según los siguientes puntajes:
El oferente acredita la existencia de un programa de integridad que sea conocido por su personal.
El oferente NO acredita la existencia de un programa de integridad que sea conocido por su personal.
Se entenderá por programas de integridad cualquier sistema de gestión que tenga como objetivo prevenir y si resulta necesario, identificar y sancionar las infracciones de leyes, regulaciones, códigos o procedimientos internos que tienen lugar en una organización, promoviendo una cultura de cumplimiento.
En el caso de que una oferta sea presentada por una UTP, para la asignación de puntaje, la totalidad de los integrantes deben cumplir con lo requerido previamente.
Nota: En caso de no tener programas de integridad y ética empresarial, deberá presentarlos al momento de contratar con la Dirección de Vialidad Región de Valparaíso y, en caso de no presentarlo, se deberá desestimar la oferta y readjudicar en los términos del numeral 9.15 de las bases administrativas.
