- The Government of the Central African Republic has received a Grant from the World Bank to finance the Access and Strengthening of the Electricity Sector Project (PARSE – P176683), and intends to use part of this financing to make payments under the Contracts for the Supply of IT equipment for ENERCA's Geographic Information System (GIS), consisting of a single lot. For this contract, the Borrower will use the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for payments for which the contract provides for the use of a letter of credit.

- The procurement of the Contract will be conducted through International Competitive Bidding (ICB) as defined in the "Procurement Regulations for Investment Project Financing Borrowers" of the World Bank, September 2025 edition, and is open to all bidders from eligible countries as defined in said Regulations.
- Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weights will apply to the Rated Criteria (including technical and other non-price factors): seventy percent (70%) for the Technical Part and thirty percent (30%) for the Bid price (Financial Part).

- Bids must be submitted to the following address indicated at the end of this Invitation to Bid no later than July 31, 2026 at 10:00 AM (local time, GMT+1). Submission of bids by electronic means will not be permitted. Late bids will not be accepted. The outer envelopes of the Bids marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of representatives of the Bidders and any person choosing to be present at the address mentioned below at the end of this notice at 10:00 AM (local time, GMT+1) on July 31, 2026.
