**Project:** Second Karachi Water and Sewerage Services Improvement Project (KWSSIP-2)

REQUEST FOR EXPRESSION OF INTEREST (REOI)

 FOR SELECTION OF INDIVIDUAL CONSULTANT

1. The Karachi Water & Sewerage Corporation (KW&SC) have received a loan through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Project Implementation Unit (PIU), Karachi Water & Sewerage Services Improvement Project (KWSSIP-II).

2. The PIU, KWSSIP intends to apply part of the proceeds to make eligible payments against the services of following candidates as individual consultants at PIU, KWSSIP.

Data Scientist (Data Visualization Specialist) (01 Position)

 

  • Master’s degree (minimum) from an HEC-Recognized university in Data Science, Computer Science, Statistics, Mathematics, Artificial Intelligence, Information Systems, Engineering, Economics, or a related discipline.
  • Minimum 5–10 years of relevant professional experience.
  • Demonstrated experience in large-scale data-analytics and machine-learning projects.
  • Experience working with utilities, public-sector organizations, infrastructure agencies or development institutions will be preferred.
  • Experience in projects funded by International Financing Institutions or donors (preferably the World Bank) will be an added advantage.

Project Manager (Electro-Mechanical) (01 Position)

 

  • Bachelor’s degree with a major in Electrical / Mechanical Engineering plus a Master’s degree in related fields or equivalent from the Higher Education Commission (HEC)-recognized university is required. The postgraduate certificate or diploma in project/construction management shall be preferable.
  • Minimum of 15 years’ experience on major civil and mechanical works projects; strong knowledge and experience with FIDIC contracts and MDB-funded projects is required.
  • The candidate should have strong technical and engineering skills and experience including planning, design, preparation of specifications and bidding packages, construction supervision and contract/project management.
  • The candidate should have good knowledge of World Bank safeguards policies and practices, procurement guidelines and regulations, monitoring and evaluation (M&E) and GIS.
  • Membership and/or registration with a recognized professional engineering body is a requirement.

Project Manager (Water & Sewerage) (01 Position)

 

  • Bachelor’s degree with a major in Civil Engineering plus a Master’s degree in Civil/Water & Wastewater Engineering/Sanitary Engineering/Hydraulic/Construction Management or equivalent from the Higher Education Commission (HEC)-recognized university is required. The postgraduate certificate or diploma in project/construction management shall be preferable.
  • Minimum of 15 years’ experience on major civil and mechanical works projects; strong knowledge and experience with FIDIC contracts and MDB-funded projects is required.
  • The candidate should have strong technical and engineering skills and experience including planning, design, preparation of specifications and bidding packages, construction supervision and contract/project management.
  • The candidate should have a good appreciation and knowledge of World Bank safeguards policies and practices, procurement guidelines and regulations, monitoring and evaluation (M&E) and GIS.
  • Membership and/or registration with a recognized professional engineering body is a requirement.

Procurement Assistant (01 Position)

 

  • Bachelor’s or higher degree from HEC recognized University in Engineering /   Business/Economics & Finance or Commerce.
  • Possesses management experience of 5 years working on procurements preferably under the World Bank or comparable projects.
  • The incumbent should have good knowledge of procurement of both international and local processes.

Monitoring and Evaluation (M&E) Coordinator (01 Position)

 

  • Minimum Master's degree in Statistics, Economics, Social Sciences, Development Studies, Public Policy, or another relevant quantitative discipline from an HEC-recognized university.
  • At least 7 years of relevant working experience. A minimum of 5 years in M&E, results-based management, or project performance monitoring for large-scale infrastructure or development projects.
  • Experience in large-scale donor-funded projects (preferably World Bank or AIIB) will be an added advantage
  • Strong skills in data analysis, results framework management, and proficiency in data management tools (e.g., Excel, Kobo Toolbox, or equivalent); familiarity with GRM, E&S safeguards reporting, and project M&E dashboards.
  • Experience with digital data collection systems, project dashboards, GIS enabled monitoring systems and Data Quality Assessments will be an added advantage,

4. Interested consultants may submit their Expressions of Interest (EoI) in the form of Covering Letter along with detailed CV and supporting documents (copies of CNIC, passport, degrees, and all relevant certificates) via email to the Project Director PIU (KWSSIP) at applications@kwssip.gos.pk. Last date for submission of EOIs is 27th August, 2026 during office hours.

6. The consultants shall be selected in accordance with (Section-VII Open Competitive Selection of Individual Consultants of World Bank’s Procurement Regulations for IPF Borrowers (Revised Fifth Edition September 2023).
