Hot asphalt procurement - Harkány

Delivery (supply) of various hot asphalt products by the winning bidder at the supply location offered by the bidder, based on a fixed-term purchase framework agreement concluded with Magyar Közút Nonprofit Zrt., as specified in the documentation, up to the net framework amount of HUF 48,000,000 available to the Contracting Authority for the performance of the contract, through occasional orders placed by the Contracting Authority. The Contracting Authority provides the technical parameters of the various hot asphalt products in the Technical Specification and the Detailed Price List, which are part of the Procurement Documents. During the term of the contract, the Contracting Authority undertakes to utilize 70% of the total framework amount (i.e., HUF 33,600,000). The Contracting Authority reserves the right to place orders in any quantitative distribution within the framework amount. The Contracting Authority specifies the following indicative quantities for the various hot asphalt products: AC 4 wear (N) 50/70, AC 8 wear (F) 50/70, AC11 binder (N) 50/70, AC 11 wear (N) 50/70, AC 11 wear (F) 50/70, AC 11 wear (mF) PmB 25/55-65, AC 11 wear (mF) 50/70 + modifier, AC 16 binder (F) 50/70, AC 16 binder (mI) PmB 25/55-65, AC 16 binder (mI) 50/70 + modifier, AC 16 base-wear (N) 50/70, AC 16 wear (F) 50/70, AC 22 base (N) 50/70, AC 22 binder (N) 50/70, AC 22 binder (F) 50/70, AC 22 binder (mF) PmB 25/55-65, AC 22 binder (mF) 50/70 + modifier, total 2010 tons. The Contracting Authority draws attention to the fact that the quantities provided above and listed in the detailed price list are for the information of the bidders only and are not to be considered an exact quantitative statement of the delivery assignments to be actually carried out under the contract. The Type Testing of hot asphalt mixtures must be designed based on the Road Technical Specification with reference number e-UT 05.02.11:2018/M2:2025, and then manufactured in compliance with the Mixture Plan and Production Technology Specification prepared by plant based on these. The detailed rules for the handover and acceptance of various hot asphalt products, the relevant data and quantities, as well as the Contracting Authority's specifications and expectations are contained in the technical description, and the detailed contractual terms are contained in the draft contract. The Contracting Authority draws attention to Section 46 (3) of Government Decree No. 321/2015 (X.30.) on the methods of proving suitability and exclusion grounds in public procurement procedures, and on the definition of public procurement technical specifications. Where reference is made in the invitation and procurement documents to a thing of a specified make or origin, or to a specific procedure characterizing the products or services provided by a particular economic operator, or to an activity, person, or patent or trademark, the designation is made solely for the purpose of clearly and understandably defining the nature of the subject, and the phrase 'or equivalent' shall be understood to be included. Detailed descriptions of equivalence requirements are contained in the Technical Specification and Procurement Documents. The bidder is responsible for proving equivalence.
