MENA Regional PrivateSector Partnerships Consultant
as explained in the TOR

This assignment is open to individual consultants only.
Scope of Work
The scope follows the four work areas of CARE's global Private Sector Partnerships Lead role, scaled to a six-country MENA portfolio and to the part-time schedule described in Section 6.
Productise CARE's MENA Offer
Work with each of the six country offices to convert programmatic capabilities (aggregation, training, verification, digitization, market linkage) into clearly priced, saleable services.
Document each service as a one-page offer with defined scope, price structure, target partner type, and value statement.
Maintain a regional library of productized MENA offers, refreshed quarterly based on partner feedback and contracts closed.
Build and Manage the Regional Partner Pipeline
Identify named partners across priority sectors relevant to MENA markets (agribusiness, financial services, energy, consumer goods, health, water, and others as relevant).
Lead outreach to named individuals at target partners through LinkedIn, email, warm introductions, and industry events.
Convert connected contacts into first calls and lead or co-lead first conversations with country office staff present.
Manage the pipeline through to signed contracts, including concept note drafting, scope negotiation, and contract structuring.
Maintain a live regional pipeline tracker segmented by country and sector, consistent with CARE's existing pipeline management practice.
Coach Country Office Staff
Coach country directors and partnership leads in productization, outreach, first-call framing, concept note drafting, and contract negotiation.
Embed a simple diagnostic into how country offices approach new opportunities: who is the named partner, what problem are they paying to solve, how is CARE paid, and what does CARE deliver.
Run light-touch peer learning across the six country offices so that a win in one country accelerates learning in the others.
Represent CARE in Commercial and Investment Forums
Represent CARE at MENA industry events, investor forums, and sector convenings where new partnership leads can be identified.
Build relationships with development finance institutions, impact investors, and corporate partnership leads active in the region as sources of warm introductions rather than as a primary source of revenue.
