  1. The Republic of Moldova has received financing from the World Bank toward the cost of the MSME Competitiveness Project and intends to apply part of the proceeds toward payments under the contracts for Procurement of equipment for the National Metrology Institute.
  2. The Public Institution “Project Implementation Unit of the World Bank Competitiveness Enhancement Project” now invites sealed Bids from eligible Bidders for the supply of equipment for the National Metrology Institute, grouped into six (6) lots, as presented below:
        1. Lot 1: Procurement of Equipment for the Modernization of the Existing National Temperature Standard;
        2. Lot 2: Procurement of Equipment for the National Moisture Standard for Solids and Grains;
        3. Lot 3: Procurement of Equipment for the Modernization of the National Gas Humidity Standard;
        4. Lot 4: Procurement of Equipment for Air Speed standard;
        5. Lot 5: Procurement of Force Standard Machines;
        6. Lot 6: Procurement of Force Transducers.
  3. Bidders may Bid for one or several lots, as further defined in the request for bids document. Bids for each lot must be complete. Evaluation of bids will be done on a per-lot basis. Bidders wishing to offer discounts, in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
  4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40 % and for Bid cost: 60 %.
  6. Interested eligible Proposers may obtain further information from the Public Institution “Project Implementation Unit of the World Bank Competitiveness Enhancement Project” acting as Project Implementation Unit of the World Bank MSME Competitiveness Project, e-mail: piu@mded.gov.md and inspect the request for bidding document during office hours 09:00 to 17:00 at the address given below.
  7. The bidding document in English may be obtained by interested Bidders free of charge upon the submission of a written application to the address below. The document will be sent by e-mail.
  8. Bids must be delivered to the address below before May 29, 2026, 14:00 local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on May 29, 2026, 14:00 local time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  9. All Bids must be accompanied by a Bid-Securing Declaration.
  10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
