1. The Government of Burundi has received financing from the World Bank for the implementation of the Support Project for the Foundations of the Digital Economy in Burundi (PAFEN), hereinafter referred to as “the Project”, and intends to finance its activities. A portion of the proceeds of this financing is intended to be used to finance the services of a Firm responsible for “Capacity Building in Governance, Use, and Management of Information Technologies” for the Ministry of Finance, Budget and Digital Economy (MFBEN), the Executive Secretariat for Information Technologies (SETIC), and the Burundi Revenue Authority (OBR)”.
2. In this context, the project plans to finance the services “of a firm to provide training for technicians from MFBEN, SETIC, and OBR on COMPTIA.”

The overall objective of the mission is to recruit a specialized and accredited training firm to deliver certification training covering the fundamentals of information technology, computer networks, and cybersecurity through CompTIA A+, CompTIA Network+, and CompTIA Security+ modules. This training is intended for staff of the Directorate General of the Digital Economy (DGEN) of the Ministry of Finance, Budget and Digital Economy (MFBEN), as well as for staff of the Directorate of Information Technologies (DTI). The firm must be a CompTIA Academic Partner or be authorized by CompTIA to deliver these trainings and prepare candidates for certification exams, in order to ensure the conformity of pedagogical content and training methods with international standards.
4. Specifically, the firm will be required to:
- Train 25 technicians per module on the fundamentals of IT (CompTIA A+), networks (CompTIA Network+), and cybersecurity (CompTIA Security+).
- Equip participants with the practical skills necessary for the management, maintenance, and security of their respective institutions' information systems.
- Prepare participants for the official exams, including organizing exam administration through accredited centers or online.
