The Republic of Haiti has received financing from the World Bank (WB) toward the cost of the Resilient Productive Landscapes II Project (RPL II). This Project aims to (i) improve the agricultural productivity and resilience of certain smallholders and improve the management of associated natural resources in certain landscapes; and (ii) provide a rapid response to eligible crises or emergencies. This project is managed by the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) and the Ministry of Environment (MDE). A portion of the proceeds of this grant will be used for the Selection of a consultant for the establishment of the new network of hydro-meteorological parameter measurement stations for the national territory.

- The services will be carried out over a period of twenty-four (24) days (starting from the commencement date of services).
- The Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) and the Ministry of Environment (MDE) invite eligible and legally constituted consultants (proof of legal existence to be submitted) to express their interest in providing the aforementioned services. Interested consultants must provide information, in French, demonstrating that they possess the required qualifications and relevant experience for the execution of the Services.
- Shortlisting Criteria:
- The firm must demonstrate that it has a solid understanding of the following areas based on its experience and/or contracts already executed in this field:
- Measurement of hydrometeorological parameters (rain, temperature, humidity, wind, pressure, water level, flow rate, solar radiation, etc.);
- Knowledge of WMO (World Meteorological Organization) standards;
- Design of meteorological and/or hydrological observation networks;
- Acquisition and installation of automatic hydrometeorological parameter measurement stations
- The firm must demonstrate its expertise in hydrometeorological instrumentation and sensors:
- Automatic Weather Stations (AWS);
- Automatic hydrological stations (water level, flow rate);
- Robust sensors adapted to tropical climates;
- Solar power systems;
- Anti-corrosion and anti-vandalism enclosures;
- GSM/3G/4G, satellite, VHF/UHF radio telemetry;
- Communication protocols (GPRS, FTP, MQTT, etc.).
- The firm must have expertise and experience in:
- Construction of secure supports, masts, shelters, enclosures, etc.;
- Installation of stations in isolated and difficult-to-access areas (mountains, rivers, rural areas);
- Protection of such equipment against floods, strong winds, lightning, and vandalism;
- Knowledge of the Haitian context (security, logistics, difficult access).
- Proven experience in similar projects
- Have completed three (3) projects for the installation of automatic hydrometeorological stations worldwide, ideally in tropical or developing countries;
