Nature et importance Le système de santé suisse connaît une augmentation continue de ses coûts, qui exerce une pression croissante sur les ménages et les finances publiques. À Genève, plus de 200'000 personnes ont bénéficié de subsides d’assurance-maladie en 2025, représentant 38 % de la population. Dans ce contexte, le Canton souhaite développer, au travers du projet Béluga, un modèle de santé plus durable, plus efficient et plus accessible, reposant sur l’articulation entre la Caisse Santé Genève et un réseau santé intégré, le Réseau Santé Genève. La Caisse Santé Genève constitue l’un des deux piliers du projet. Le modèle vise notamment à améliorer l’efficience du système de santé et à permettre aux assurés du modèle alternatif Béluga de bénéficier, à terme, d’une prime LAMal inférieure de 20 % à la prime moyenne cantonale.
