Project management consultancy for the execution of concession contracts for the companies Losange and Rosace for the design, construction, operation, maintenance, marketing, and financing of 2 public initiative THD networks in 9 departments of the RGE

The consultancy has a global mission of advice and technical, economic, financial, and legal support to the Grand Est Region and its partners in the context of the execution of concession contracts managed by the companies Losange and Rosace for the design, construction, operation, maintenance, marketing, and financing of two public initiative Very High-Speed networks across 9 departments of the Grand Est Region. It will also support the Region in its digital strategy towards the territories. The expected services are broken down into core missions that correspond to recurring needs and will be ordered within the framework of a single purchase order issued and adjusted each year as part of the annual roadmap, and complementary missions that will be ordered within the framework of purchase orders as needed by the Region and its partners. Some complementary missions may require a strong reactivity from the contractor. The consultancy, having a global mission of advice and technical, economic, financial, and legal support, must therefore have strong multidisciplinary skills (legal, technical, financial, and economic) as well as significant operational experience in monitoring this type of fiber optic public initiative network, known as "second generation".
