MODERNIZATION AND SECURITY PROGRAM (PMS) CGA1262 02 B CONSULTANT SERVICES Expressions of Interest Project Management Assistance Mission for the procurement of a passenger train set The Gabonese State has received financing from the French Development Agency (the "AFD") and the European Union intended to finance the modernization and security of the Transgabonais railway and intends to use part of the amount thereof to make payments for the Transgabonais infrastructure rehabilitation project. SETRAG, in its capacity as the State's Delegated Project Owner, wishes to engage a consultant with a Project Management Assistance role for the procurement of a passenger train set with a medical and mortuary carriage. Within the framework of this contract, the services entrusted to the Holder will have for object: (i) Carrying out feasibility studies to define the technical and functional model of the train set to be acquired; (ii) Developing the Tender Documents (DCE) and assisting SETRAG in the contract award procedures; (iii) Monitoring the design and manufacture of the passenger train set, taking into account the sanitary aspects of the medical and mortuary carriage; (iv) Assisting with the reception, testing, and commissioning of the train set; (v) Document monitoring and assistance in skills transfer for the benefit of the Project Owner's departments; (vi) Contractual and legal management of the concluded contracts. SETRAG invites Candidates to express their interest in providing the Services described above. This Call for Expressions of Interest is addressed to: X Design offices q Individual consultants q NGOs q NGOs and design office(s) in a Group The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for Procurement financed by AFD in Foreign States", available online on the AFD website: http://www.afd.fr. Candidates may submit only one application in their own name or as a Group (maximum 3 members). If a Candidate (including a member of a Group) submits or participates in multiple applications, they will be eliminated. However, the same subcontractor may participate in multiple applications. If the Candidate is formed as a Group, the Expression of Interest must include: - a copy of the Grouping agreement concluded by all its members, or - a letter of intent to form a Group, signed by all its members and accompanied by a copy of the proposed Grouping agreement. In the absence of this document, the other members will be considered as subcontractors. The references and qualifications of subcontractors are not taken into account in the evaluation of applications.

Interested Candidates must provide information demonstrating that they are qualified and experienced to carry out the Project Management Assistance services for the acquisition of a passenger train set. As such, they will provide proof of recent and similar service references. The similarity of references will be analyzed based on: - The nature of the services o Project preparation and award (feasibility, DCE, technical and financial analysis.) o Manufacturing/rehabilitation monitoring and quality assurance o Delivery, testing, and commissioning monitoring of the train set - Technical expertise on passenger train set acquisition or rehabilitation projects - Ability to manage regulatory and contractual aspects SETRAG will draw up a shortlist of a maximum of six (6) Candidates, pre-selected based on the applications received, to whom it will send the Request for Proposals for the performance of the required Services. The consultant's interventions will take place in all seasons and according to the schedule jointly established with SETRAG. With a duration of twenty-seven (27) months, the mission will take place according to operational needs: in Gabon (SETRAG), at the train set manufacturer's, and at the bidder's premises. The offer preparation period is set at five (5) weeks. During this period, bidders may examine the Tender Dossier, request clarifications, and prepare their proposals in accordance with the instructions in this dossier.
