Technical assistance mission for the AURA Project department MOEG-Clermont Ferrand (63)

This mission aims to provide operational and methodological support to the Contracting Authority (MOA), the Project Manager (CDP), and the various project managers of the Auvergne Rhône-Alpes Projects Department (PP AuRA). The contractor will work on a portfolio of multi-technical projects (Track, Catenary, Signalling, Civil Engineering Structures) located mainly in the South-East Engineering area. The mission is based in Clermont-Ferrand, with travel expected in the South-East region and occasionally in Île-de-France. Project Management and Control • Document Management: Initiation and updating of Project Management Plans (PMP) and maintenance of the project journal via the SEISM tool. • Planning: Development and monitoring of study and execution schedules, in interface with the COPLANN tool. • Financial Monitoring: Control of project and EPCM costs (Gérémi tool), monitoring of orders, invoicing, and updating of the budget table. Support for Administrative and Environmental Procedures • Conducting administrative diagnostics and file preparation (public inquiries, property matters, noise regulations). • Relations with State services (DREAL, ARS, DIRECCTE) and local authorities. • Management of specific services: CSPS (skills analysis, PGC) and Flora/Fauna diagnostics. Technical Management and Data Acquisition • Development of specifications for network, asbestos, lead diagnostics, and ballast chemical characterization. • Coordination of interventions on the National Rail Network (RFN) in conjunction with INFRAPOLE for safety resource programming. Preparation of Railway Production • Railway capacity: Assembly of needs for capacity reservations (RP0, RP1, RP3 processes). • Provision: Management of the transfer process to maintenance and operating staff (establishment of minutes, signature circuit). Assistance with Contracts and Works • Support in drafting works contract documents and analyzing offers. • Monitoring of EPCM services (internal or external): traceability of exchanges, visas, and management of as-built documents (DOE). Communication and Reporting • Preparation of project reviews (regional issues) and facilitation of progress meetings. • Support for the communication department for press reviews and events related to operations.
