Br. beabsichtigt die Durchführung einer mobilen Unterkunftsbetreuung an Gemeinschaftsunterkünften für Geflüchtete im Stadtkreis Freiburg ab Januar 2026 für zunächst 2 Jahre zu vergeben. Ziel ist es, durch Präsenzzeiten in den Abendstunden die Situation vor Ort in sozial- und sicherheitsorientierter Weise zu stabilisieren, Bewohner*innen niederschwellig zu erreichen und präventiv, sowie wenn erforderlich aktiv auf Konflikte zu reagieren. Die Leistungen sollen bedarfsgerecht, flexibel und aufsuchend erbracht werden. Es handelt sich um einen präsenzorientierten Dienst, der unterstützend, konfliktpräventiv und vermittelnd wirkt. Vorgesehen sind 2 Teams mit jeweils 2 Fachkräften sowie einer Einsatzkoordination in Personalunion einer Fachkraft aus den Teams für folgende Zeiten: 19:00 bis 01:00 Uhr in den Sommermonaten sowie 19:00 bis 23:00 Uhr in den Wintermonaten. Darüber hinaus soll die Erreichbarkeit (1 Stunde von Montag bis Freitag am Vormittag) zu der Einsatzkoordination zur Rücksprache mit den Schnittstellen sichergestellt werden. Es handelt sich um eine soziale Dienstleistung gemäß § 64 VgV und § 130 GWB.
