Modernization HWKS_Structural Engineering

This procurement concerns the structural engineering planning services, specifically for performance phases 1-8 as defined by § 51, Annex 14 of HOAI 2021, for the structural implementation of the modernization of the Education and Technology Center and the dormitory of the Chamber of Skilled Crafts Schwerin (Handwerkskammer Schwerin). Upon contract award, performance phases 1-4 of HOAI will be immediately commissioned. The subsequent performance phases 5-8 (including special services for phases 7-8) will be contracted optionally, in whole or in part. The planning services will therefore be commissioned in stages, particularly dependent on the approval of expected funding for subsequent project phases following the approval planning, provided financing is secured and no significant reasons exist against further commissioning. The contractor has no legal entitlement to the commissioning of individual or all stages. In addition to implementing a current space and functional program, which accounts for changes in participant numbers, training content, and training requirements within a needs assessment, the modernization of the spatial-functional structures also requires the implementation of structural and technical measures on the existing building. Notably, the roofs (barrel vault and flat roofs) must be adapted to current energy efficiency requirements. Summer and winter thermal protection for facades and roof areas are to be optimized and adjusted to the changed requirements of the room functions. The fire protection requirements resulting from the functional modernization needs must be implemented structurally and technically. The budget for construction costs (cost groups 300 and 400, DIN 276) is currently estimated by the Chamber of Skilled Crafts Schwerin at approximately 19.0 million Euros gross (18 million for the Education and Technology Center + 1 million for the dormitory). The project is scheduled to commence in March 2025, with the completion of performance phase 8 in the second quarter of 2031.
