Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ Have Grade "A", "B", or "C" on "Offer of services, etc" in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years of 2025, 2026 and 2027. ④ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about ⒠ and ⒡) for the last two years of the bid submission deadline of this bid : ⒜ Welfare annuity insurance ⒝ Health insurance (the thing which association of national health in surance has jurisdiction over) ⒞ Seamen's insurance ⒟ National pension ⒠ Worker's compensation insurance ⒡ Unemployment insurance ⑤ Prove to have no false statement in tendering documents. ⑥ Prove neither the business condition nor credibility is deteriorating. ⑦ Do not go out of Ministry of Health, Labour and Welfare about duties during a period taking a nomination stop. ⑧ Not received any administrative sanctions for violation of the Laws and Regulations under the jurisdiction Ministry of Health, Labour and Welfare within 1 year. However, this shall not apply in the case where the supplier took corrective actions and received "Notification of withdrawing for the order of suspension of use" after received an order of suspension of use by Labour Standard Inspection Administration, due to violation of the Labour Standard related laws and regulations (*). ⑨ Not be sent the documents to the public prosecutor's office due to violation of the Laws and Regulations under the jurisdiction Ministry of Health, Labour and Welfare and be made this fact public. ⑩ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting. (*) Labour Standards Law, Industrial Safety and Health Act, Minimum Wage Act, Act on Securing the Payment of Wages, Industrial Homework Act, Working Environment Measurement Act, Pneumoconio
