Biodiversity monitoring

The objective of the procurement is to find an innovation partner (hereinafter referred to as the "Tenderer") with whom the aim is to develop a system ("Monitoring Tool") for data-based monitoring of forest biodiversity and control of forest use (Annex 1 Procurement Object). The purpose is to identify various potential and risk sites from a multi-source and numerous data set by combining data also with the help of artificial intelligence. In the final version, solutions produced by artificial intelligence must be distinguished from solutions produced by other methods, for example, by marking them as produced by artificial intelligence. The development phase tasks can be classified as follows: 1) based on the geometry of the submitted forest use notification, examine the risks and potentials related to the upcoming felling for the preservation of biodiversity, and 2) various, previously unidentified potential nature management sites/biodiversity sites can be identified within a freely selectable area boundary. The goal is that the identification of sites can be guided and the results can be viewed and reported using a separately built web browser-based (HTML) map tool/user interface. The map tool will be for the internal use of the Metsäkeskus only. A key task is to develop an "engine" where data retrieval and calculations take place and which can be controlled by the aforementioned map tool. Funding for the innovation partnership tender has been granted by Business Finland. According to the contracting authority's preliminary plan, the Monitoring Tool service will be developed in cooperation between the contracting authority and the innovation partner, such that the innovation partner will carry out a significant portion (target 40%) of the development work at their own expense, and will only receive compensation from the contracting authority for a portion (target 60%). The total estimated costs for the development phase are EUR 300,000 (incl. VAT), including the Metsäkeskus's own work costs and data acquisitions. Data acquisitions for the development phase (satellite images, possible drone recordings) will be carried out by the Contracting Authority.
