Monitoring and Evaluation Specialist for Jobs, Social Cohesion, and Community Resilience in Northern Mozambique – Phase I

The Government of Mozambique, through the Northern Integrated Development Agency (ADIN), has received financing from the World Bank for the implementation of the Jobs, Social Cohesion, and Community Resilience in Northern Mozambique Phase I (P514199), to be implemented in the provinces of Niassa, Cabo Delgado, and Nampula. It intends to apply part of the proceeds to hire a Monitoring and Evaluation Specialist for “ADIN/Jobs, Social Cohesion and Community Resilience in Northern Mozambique Phase I/CON – May/26 – Monitoring and Evaluation Specialist” through a competitive selection process.

The Monitoring and Evaluation Specialist will be responsible for ensuring that the Program is being properly implemented, measuring the results and impacts achieved, and providing evidence-based information to support decision-making, improve program performance, and ensure accountability to stakeholders.

Within the scope of his/her functions, the Monitoring and Evaluation Specialist shall ensure the effective implementation of monitoring and evaluation processes, ensuring that all activities are carried out in accordance with the established framework of the Program and the requirements of the Government of Mozambique and the World Bank.

Additionally, the Monitoring and Evaluation Specialist shall ensure the proper application of monitoring and evaluation procedures throughout the entire Program cycle, ensuring the integrity, quality, and effectiveness of data collection, analysis, and reporting processes:

  • Establish the monitoring and evaluation system and data collection tools;
  • Collect and analyze data;
  • Define indicators, targets, and sources of verification;
  • Supervise field data collection activities;
  • Conduct periodic evaluations (baseline, mid-term, and final);
  • Measure changes generated by the project (social and economic impact);
  • Analyze the efficiency and effectiveness of interventions;
  • Share monthly progress of the projects with relevant stakeholders;
  • Ensure that activities prioritized by institutions are based on signed agreements;
  • Provide timely technical assistance in data collection systems, management, analysis, and reporting, ensuring valid and reliable data that meets stakeholder reporting requirements;
  • Contribute significantly to the preparation of government documents and sections/annexes as inputs to program documentation;
  • Support the Team Coordinator in organizing workshops to disseminate program results;
  • Propose mechanisms for continuous improvement of technical aspects related to program implementation activities;
  • Collaborate in the preparation of various progress reports required by the Program, ensuring that all relevant information is included in the analysis of progress achieved;
  • Support the coordination and/or organization of visits by donors, partners, and program consultants;
  • Support the preparation and implementation of the Program’s monitoring and evaluation plan, with a focus on the information management system, data quality assurance, documentation, and reporting;
  • Train and provide assistance to implementing agents involved in data collection, data quality improvement, analysis, and interpretation;
  • Provide technical assistance by developing and establishing timely data collection, management, analysis, and reporting systems with valid and reliable data that meet donor reporting requirements;
  • Verify the validity of data provided by implementing agents in terms of consistency, completeness, and reliability, and correct discrepancies;
  • Support the preparation of quarterly reports based on assessments of best practices and lessons learned;
  • Support the implementation of surveys and studies to measure program reach and performance;
  • Supervise the publication and dissemination of information on successful and promising approaches, lessons learned, and other program results to program partners, donors, government, and other stakeholders.

ADIN now invites eligible individual consultants (“Consultants”) to express their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Sixth Edition of February 2025, setting forth the World Bank’s policy on conflict of interest.

The selected consultant should have the following key qualifications:

  • Bachelor’s or Master’s degree in Monitoring and Evaluation, Economics and Development, Statistics, Data Analysis, or related fields;
  • At least 10 years of professional experience, including a minimum of 7 years as a Monitoring and Evaluation Specialist in World Bank-financed projects;
  • Solid knowledge of the northern region;
  • Excellent written and verbal communication skills, with the ability to interact effectively with Government officials, the World Bank, and the general public;
  • Proven computer skills and practical experience in the use of IT applications, including MS Office (Excel, Word, PowerPoint), AI tools, and Canva;
  • Fluency in Portuguese and English; knowledge of Macua is an advantage.
