Description

22-Oct-2026 The services will include: (a) developing and operationalizing the Project M&E Plan, including indicators, baselines, targets, data sources and reporting responsibilities; (b) establishing and maintaining a Monitoring Information System (MIS), including geo-referenced monitoring tools; (c) collection, verification, analysis and reporting of project performance data, and field monitoring to verify reported progress; (d) preparing the Terms of Reference for the Project impact evaluation and overseeing baseline, mid-term, end-line and impact evaluation surveys; (e) monitoring the integration of gender, job creation, environmental and social safeguards and community participation; (f) preparing monthly, quarterly, annual and other M&E reports for the Government, AfDB and the EU Delegation; and (g) documenting lessons learned and strengthening the M&E capacity of the PIU, MPWR&H and Federal Member State staff. https://www.afdb.org/sites/default/files/documents/project-related-procurement/reoi_-_me_specialist_hasdec_final_19102026.pdf
