REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)
CONSULTANCY SERVICES FOR ENGAGEMENT OF MONITORING BIODIVERSITY MANAGEMENT FOR THE ON-GOING CONSTRUCTION OF IRINGA – MSEMBE ROAD (104 KM) AND LAKE MANYARA AIRPORT UNDER THE TANZANIA TRANSPORT INTEGRATED PROJECT (TANTIP) SUB PROJECT; Tender No.; TR36/CCP/P165660/2026/2027/C/18
The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) which amongst others, comprises the upgrading of Iringa – Msembe (104 km) road and rehabilitation and improvement of Lake Manyara Airport. The Government, through Tanzania National Roads Agency (TANROADS) intends to apply part of the credit proceeds to eligible payments under Contract for Consultancy Services for undertaking monitoring of the implementation of the Biodiversity Management Plan during construction works of the Iringa – Msembe road and Lake – Manyara Airport for which these Terms of Reference are issued.
The ongoing infrastructure development projects (road and airport) pass through or are adjacent to Biodiversity Important Areas with critical habitats for wildlife bird species of ecological importance. Thus, a qualified individual consultant or a firm is required to undertake biodiversity monitoring and management for ongoing construction works for the upgrading and rehabilitation of Iringa – Msembe road (104 km) and rehabilitation and improvements of Lake Manyara Airport.

- The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference.
- This Request for Expressions of Interest is open to: Individual Consultants.
- Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experiences
- Education
- He/She shall be a holder of first degree in Ecology, Wildlife Conservation or Forestry Conservation or Natural Resource Management or Conservation Biologist or any other related discipline. A postgraduate qualification in Ecology or Wildlife Management or Natural Resources Management is an added advantage.
- Professional experience
- He/she must have a minimum of Ten (10) years of cumulative experience related to Biodiversity Monitoring Management and Natural Resource Management Conservation.
- Regional experience and Language and requirements
- He/she must have at least three (3) years working experience in Developing Countries; and
- He/she must be proficient in both written and spoken English and Swahili Languages.
- Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process.
- The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition, September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition September, 2025 (“Procurement Regulations”) and Public Procurement Act No. 10 of 2023 and Public Procurement Regulations GN No. 518 of 2024 on “procedures for selection and employment of consultants.
- Expressions of Interest must be submitted through National e-Procurement System of Tanzania (NeST) (www.nest.go.tz) on or before 25th September, 2026 at 10:00 Hours East African Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through NeST.
- Any request for clarification with regard to this assignment shall be addressed through NeST not less than five (5) days before submission deadline. The Employer shall respond to clarifications received within three (3) working days from the date of receipt of the query. Expression of Interest not received through NeST shall not be evaluated irrespective of the circumstances
