1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds towards the payment for Consultancy Services for Monitoring of Output and Performance Based Road Contract (OPBRC) in N1 Corridor Gorongosa - Caia Lot 1 (km 0 to km 84) in Sofala Province.
2. The key objective of the consultancy services is to assist ANE in the upgrading of the N1 road infrastructure to climate resilient standards and build a safer transport corridor by monitoring the Contractor’s performance and compliance with all contractual requirements, and by providing implementation support to the Employer during the implementation of the Project, including ensuring full compliance with the Environmental and Social measures as required by GOM and the World Bank, during the following phases:
- Phase 1 – when the Contractor mobilizes, prepares its detailed designs and then carries out all Rehabilitation and Improvement/ upgrading works, and at the same time provides maintenance services to guarantee a certain minimum service level; and
- Phase 2 – when the Contractor maintains the already Rehabilitated and Improved/ upgraded road sections at a normal service level and carries out periodic maintenance before close of the OPBRC contract.
3. Terms of Reference (ToR) can be obtained at the address below; however, these ToR will undergo changes and the final version will be in the RFP.
4. GOM represented by the National Roads Administration (ANE) now invites eligible consulting firms (“Consultants”) to express their interest in providing the services as summarized in paragraph 2 above.
5. The evaluation of expressions of interest will be made on qualitative basis and the short-listing criteria are:
- Profile of the Firm/ Core business demonstrating roads and bridge design experience; experience in works supervision of road improvement or rehabilitation contracts, including experience in roads performance-based maintenance;
- General experience of the firm (must be at least 20 years) in the field; and
- Description of at least five (5) similar assignments demonstrating the Consultant’s experience, with contracts in similar conditions.
Key experts will not be evaluated at the shortlisting stage.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

10.
