Agency: UNDP | Reference: UNDP-PHL-01038 | Type: Call for individual consultants Description of the Assignment:The Department of Information and Communications Technology (DICT), through its ICT Literacy andCompetency Development Bureau (ILCDB), is actively strengthening community-based digital skills trainingnationwide. Central to this mandate is the enhancement of the Digital Transformation Centers (DTCs), whichserve as the vital physical landing points for localized capacity development initiatives. To modernize andscale these efforts, the DICT is enhancing the DTC portal to act as the project’s digital backbone—a centralizedinfrastructure designed to stream standardized learning content and monitor learner performance across allDTCs.Crucially, the DICT recognizes that effective learning cannot be fully digitized; it is a complex process that oftennecessitates a tactile, social interface. Therefore, the project places equal emphasis on ensuring that localcenter operations are equipped with the capacity to deliver high-quality, blended training that perfectlycomplements this digital infrastructure.To support this initiative, Digital PINAS is collaborating with the DICT-ILCDB in the enhancement,customization, and integration of the existing Moodle-based Learning Management System (LMS) to the DTCportal. This collaboration enables the DICT to upgrade its current platform into a scalable digital infrastructurefor managing and delivering nationwide training programs, while simultaneously providing Digital PINAS witha robust vehicle to reach MSMEs with targeted learning interventions and business development resources.The Moodle LMS is envisioned not merely as a content delivery platform, but as a dynamic enabler ofmeaningful and sustained learning. By complementing on-the-ground facilitation at DTCs with structureddigital support, the system will ensure that capacity-building efforts translate into tangible digital literacy andimproved enterprise productivity.The project requires two (2) Moodle specialists who will architect and implement the Moodle enhancementand integration: an LMS Technical Developer and an LMS Instructional Designer. Working together, thesespecialists will audit and enhance the existing environment to meet the highest standards of technical andpedagogical design. While the Technical Developer focuses on the robust infrastructure, security, andbackend environment of the platform, the LMS Instructional Designer is responsible for the "human-centered"layer—transforming complex curriculum into engaging, automated, and sound digital learning experiences.This ensures that the enhanced platform is not just functional but remains intuitive and optimized for highimpactlearning. Consequently, this Terms of Reference (TOR) specifically covers the engagement anddeliverables for the LMS Technical Developer.Qualifications:EducationBachelor’s degree in Computer Science, Information Technology, InformationSystems, Software Engineering, or any related field.Relevant certifications• Any recognized certification covering identity management, accesscontrol, or secure authentication• Equivalent LMS platform certifications demonstrating hands-onadministration and deployment experience• Linux system administration certifications and/or cloud fundamentalscertifications• Project Delivery & Documentation certifications (ITIL Foundation,PRINCE2 Foundation, PMI-CAPM / PMP)ExperienceAt least five (5) years of professional experience in Moodle LMS development,administration, or implementation, including deployment in productionenvironments.Demonstrated experience in the following areas:• Proficiency in PHP programming, with demonstrated experience inMoodle LMS development, including configuration, customization, anduse of standard plugins in accordance with Moodle coding practices.• Strong experience in identity and access management (IAM), includingSSO integration (SAML, OAuth/OpenID Connect), user provisioning, andsecure role-based access control design• Strong working knowledge of Moodle core configuration, usermanagement, roles and permissions, reporting, and standard plugins,with the ability to make sound architectural decisions without modifyingMoodle core code.• Implementing platform security aligned with recognized standards (e.g.,OWASP, ISO 27001) and supporting compliance with government orregulatory security requirements (e.g., DICT, data privacy frameworks)• Deploying and managing LMS or web applications in cloud or on premisesenvironments• Conducting performance, load, and stress testing of web-basedplatforms, including analysis of results and identification of optimizationstrategies• Ability to independently design, implement, validate, and documentsolutions within a defined scope and fixed delivery timeline, with minimalsupervision.• Proven experience producing clear technical documentation andconducting knowledge transfer to internal IT teamRelevant Project and Institutional Experience• Prior experience working with government, public sector, or largeinstitutional IT environments, CONTACT: • Email: procurement.ph@undp.org
