Description

The Mountain View Regional Water Services Commission (herein referred to as the Owner) invites Prequalification Submissions from General Contractors (herein referred to as the Applicant), interested in completing the Anthony Henday Water Treatment Plant Electrical Upgrades project. It is the intention of the Owner to prequalify Applicants with experience in completing electrical upgrades and/or other relevant experience, as approved by the Owner. The applicant shall have demonstrated success working with operations to ensure facility operations and compliance throughout construction and commissioning. The Prequalification is the first of a two-stage procurement process. This first stage involves the selection of interested firms with suitable qualifications. The second stage will be to invite the prequalified Applicants to submit an Invitational Tender, to be issued later by the Owner. This will be the first of four upgrades at the water treatment plant. The Owner reserves the right to use the results from this prequalification for all remaining planned upgrades and additional work may be issued as a change order to work already assigned, or as an RFP to all qualified Applicants, at the Owner’s sole discretion, to improve consistency in project management and workmanship as they sit fit. Prequalified contractors may subsequently be invited to participate in competitive bid opportunities over a period of three years. Throughout the project, the Applicant will be assigned the role of Prime Contractor for the work sites and will be responsible for ensuring compliance with the Occupational Health and Safety Act. The Applicant will be responsible for ensuring the completion of the following construction tasks: 1) Provide temporary generators for each of the WTP and Low Lift Pumphouse 600V loads to adhere to the project shutdown restrictions. 2) Provide temporary 600V distribution panels and protections to adhere to the project shutdown restrictions. 3) Plan, remove and dispose of existing 4160V switchgear and install new owner supplied 4160V switchgear. a. Coordinate de-energization of Fortis transformer to isolate existing 4160V switchgear. b. Terminate Fortis medium voltage secondary into new plant switchgear. c. Coordinate energization of Fortis transformer. 4) Install new owner supplied 2 MVA 4160V/600V transformer. a. Excavate and trench route for new conduit from main electrical room new 4160V switchgear to new outdoor 2 MVA transformer location. Supply and install conduit and 4160V cabling. b. Excavate and trench route for new 600V underground cable bus from main electrical room to new manual transfer switch and onward to new 2 MVA transformer location. Supply and install new cable bus. c. Excavate and trench route for new 2 MVA transformer auxiliaries including auxiliary power and control. 5) Supply and install new 600V outdoor manual transfer switch on secondary side of new 2 MVA transformer. 6) Remove and dispose of existing 4160V/600V transformer and cable located in the main electrical room. 7) Supply and install new 600V power distribution panel (PDP). 8) Transition 600V loads from MCC-101 to new 600V PDP. a. Remove and replace 600V conduit and or cabling from existing MCC-101 to multiple 600V loads. b. Supply and install new conduit and or cabling from new 600V PDP to loads. 9) Remove and dispose of existing 4160V/600V transformer and cable located in the distribution pump area electrical room. Remove all cable and conduit. Supply and install new 600V cabling to power MCC-002 from new 600V PDP. 10) Supply and install new PLC remote IO control panel in the main electrical room. a. Supply and install new IO wiring. b. Remove and dispose of existing IO wiring and conduit migrated to new IO panel. c. Support Owner supplied PLC integrator in confirming all IO to the new panel. 11) Coordinate inspections and startup of the new owner supplied 4160V switchgear with manufacturer – Rev Engineering Ltd. 12) Pre-Startup Installation Inspection. 13) Contractor to participate in bi-weekly construction progress meetings coordinated by the Engineer and provide progress and planning updates. 14) Start-up and commissioning immediately after installation on site. 15) Record documents. Additional Requirements: A Site Assessment Meeting is scheduled for August 20, 2026 at 09:00 AM at the Anthony Henday Water Treatment Plant, located at 35566 Range Rd 10, Red Deer County, AB T4G 0H5. For a prequalification and opportunity to submit a subsequent bid to be considered, it is a mandatory for Applicants to attend this briefing. All attendees will be required to wear appropriate PPE (safety boots, hard hat, and vest. Interested Applicants can register for the meeting by emailing Ryan Jalowica, P.Eng., at jalowicar@ae.ca on or before August 18, 2026. Submissions to the Prequalification will be received via Email to: jalowicar@ae.ca, before the time and date described in Appendix C. Submissions received after the deadline will not be considered. Refer to Section 2 for complete submission details and requirements.
