Lot 1: Mt 642 Äänekosken bridge, STk

Lot 1: Mt 642 Äänekosken bridge, STk Maantie 642 is a regional road leading from Kuusaa in Laukaa via Suolahti to Äänekoski. The road branches off from regional road 637 in Kuusaa and ends at the northern junction of Äänekoski. The design area is located in the central urban area of Äänekoski and includes commercial properties, residential properties, a fire and rescue department, and industry. In the design area, the highway primarily serves Äänekoski's internal and inter-urban commuter and errand traffic, as well as the transport needs of the region's industry.

The design area is approximately 750 meters long, starting from the Ääneniementie junction and ending at the Viiskulma roundabout. The speed limit on the entire section is 40 km/h. The traffic volume is 5206 vehicles, of which heavy traffic accounts for about 5%.

The Äänekoski bridge, located on highway 642, will be renewed. Traffic flow and safety will be improved in this context by redesigning the junction arrangements of the area's streets.

The project includes, among other things, the following measures:
- A new bridge will be built
- The alignment of the current road will be adapted to the location and geometry of the new bridge
- A roundabout will be built at the junctions of Palomäenkatu and Mannilantie
- The old bridge will be demolished

The contract is a total price-based Design and Build contract (STk) including a development phase. In addition to a typical Design and Build contract, there is a joint development phase between the client and the contractor after the contractor is selected and before construction, with the aim of developing design solutions, among other things. The development phase is described in more detail in the tender request documents.

The contract is divided into two different phases:
1. Development phase
2. Implementation option

The contractor must submit a preliminary design of the general drawing of the bridge, its structures, the location of intermediate supports, span dimensions, and the road leveling at the bridge with their offer, so that the client can assess its compliance with product requirements.

In addition, the contractor must submit a preliminary plan for a possible detour solution and a detour bridge in their offer, if they decide to utilize and build the bridge in its current location. If the contractor does not propose building the bridge in its current location, a statement that vehicle and light traffic will use the current bridge during construction is sufficient.

During the development phase, the client and the contractor will continue to develop the construction plan in cooperation with the contractor. The development phase ends when the client decides to proceed to the implementation phase. The contract includes an approximately four-month development phase, after which the implementation phase will be decided.

In this contract, the implementation phase is an option, the use of which is decided solely by the client. Otherwise, the principles of a typical Design and Build contract will be followed in the implementation phase of the project. The special features of the STk model are described in the tender request materials in the sections where the contract form used causes changes.

The contract includes the construction design and construction of the 'Mt 642 Äänekosken bridge' project to the extent defined in the design documents, including all road arrangements, equipment, and devices to the extent defined in the documents attached to the tender request.

The contract includes the implementation of design and construction in accordance with the requirements of the contract documents, ensuring that it also meets the technical functionality requirements set for it in the contract documents.

The contract also includes information, reporting, and warranty-time maintenance and reporting tasks, as well as coordination obligations belonging to the main contractor's role, in accordance with the tender request documents. The contract includes work to the extent defined in the documents attached to the tender request, including all road arrangements, equipment, and devices.

The contractor must perform all work and related procurements necessary to complete the work performance according to the documents, and which are not explicitly mentioned in the documents as not being the contractor's responsibility.

After the development phase, the client will decide whether to proceed to the implementation phase or not to exercise the option. The client decides on the use of the option unilaterally, and a positive decision will initiate the implementation phase. The decision is a prerequisite for starting construction work, which is therefore not possible during the development phase. A procurement decision will be made regarding the exercise of the contract's implementation option (correction instruction, but there is no right of appeal).
