Re-elevation of Flood Protection for the Town of Hitzacker (Elbe) - Ex-Post

A detailed description can be found in Appendix 1 "Scope of Services"! Within the scope of this procurement procedure, services for the re-elevation of the existing flood protection system in the town of Hitzacker (Elbe), consisting of a sewer structure, flood protection wall, and pumping station, are to be awarded. The services include the following service areas according to HOAI 2021 (Note: some services are optional!): Basic services: - Part 2: Spatial Planning o Section 2: Landscape Planning (§ 26 HOAI 2021) - Part 3: Object Planning o Section 1: Buildings and Interior Spaces (§ 34 HOAI 2021) o Section 2: Outdoor Facilities (§ 39 HOAI 2021) o Section 3: Civil Engineering Structures (§ 43 HOAI 2021) - Part 4: Specialist Planning o Section 1: Structural Design (§ 51 HOAI 2021) o Section 2: Technical Equipment (§ 55 HOAI 2021) Additional Specialist Planning and Consulting Services: o Geotechnics (Appendix 1.3 HOAI 2021) o Surveying accompanying planning (Appendix 1.4 HOAI 2021) o Construction Surveying (Appendix 1.4 HOAI 2021) LPH 1-3, 5 o Environmental Impact Assessment (Appendix 1.1 HOAI 2021) In addition, the following special services are included, among others: o Calculation of the CO2 shadow price for preliminary planning variants in service phase 2 o Performance of a life cycle cost calculation until the completion of the execution planning (LPH 5) o Preparation of tender documents for exploratory work o Preparation of a scope of services and participation in the award of exploratory work o Coordination, supervision, and geotechnical support of exploratory work on site o Preparation of geotechnical calculations for stability or serviceability (e.g., settlement, bearing capacity, and slope stability calculations) o Preparation and participation in early public participation meetings (according to § 26 VwVfG) o Preparation and participation in discussion meetings o Change order management based on effort o Revision/creation of fire protection concept o Cross-object, integrated construction scheduling o Procedural support for planning approval o Review and evaluation of alternative bids o On-site construction supervision o Contamination assessment o General preliminary assessment for determining EIA obligation o FFH compatibility assessment o Specialist contribution to species protection law o Recording of biotope types and FFH habitats (according to Drachenfels) o Recording of endangered plant species (according to Garve) o Recording of breeding birds o Recording of migratory birds o Recording of bats, detector surveys as transect walks o Use of sound recorders (overnight) o Recording of reptiles (primarily visual observation), use of artificial hiding places o Recording of amphibians, two-time use of nets o Recording of otters and beavers o Recording of lampreys and fish o Scoping (documentation and meeting) o Specialist contribution to the Water Framework Directive o Notification to the European Commission Directive 92/43/EEC o Environmental construction supervision In part, service phases of the mentioned basic services, the listed additional specialist planning and consulting services, as well as the special services, are awarded only as optional! A detailed description of which services are optional and which are not can be found in Appendix 1 "Scope of Services"! The optional services will be called off phase by phase for each service separately in writing by the client. The client reserves the right not to call off the optional services individually or at all. There is no entitlement to conclude further contracts after the completion of one service phase for the following service phase. Furthermore, the client reserves the right (optional) to commission the contractor with the special services of the respective service phases listed in HOAI 2021 if they are necessary to achieve the planning objective.
