Lease of software licenses for the Protok system for managing the digital infrastructure cadastre and lease of mobile applications

For the purpose of managing the operational cadastre of utility infrastructure for drinking water supply and wastewater and stormwater drainage and treatment, the contracting authority has established a digital cadastre, which has been supplemented by leasing various modules since 2004. The digital cadastre includes the installation of software on its own server, including a spatial database, which allows it to maintain records of utility infrastructure in electronic form, encompassing both graphical and data information. Based on these records, the contracting authority performs analyses and generates reports and printouts about the infrastructure for various purposes: reporting to owners – municipalities, reporting to state institutions, issuing project conditions and opinions, and approvals, etc. Modules subject to the procurement: General modules: • Viewer. • Longitudinal profile. • Digital terrain model. • Spatial data export. • Address register. • Web element viewer. Modules for managing the digital cadastre of utility infrastructure: • Basic (geodetic module) – water supply. • Malfunction register – water supply. • Valve manipulation. • Additional hydraulic description of objects. • Loss monitoring. • Connection to the SCADA supervisory control and data acquisition system. • Hydrants. • Service for report generation: MOP report on achieved equipment standards for municipalities – water supply. • Service for report generation: IJS report on the implementation of public service – water supply. • GIJ reporting* - water supply. • Basic (geodetic module) – sewerage. • Sewerage cleaning register. • GJI reporting* - sewerage. • Malfunction/problem register for sewerage. • Service for report generation: MOP report on achieved equipment standards for municipalities – sewerage. • Service for report generation: IJS report on the implementation of public service – sewerage. • Cesspit/sewer connection register. In addition to leasing the licenses for 'GJI reporting – water supply' and 'GJI reporting – sewerage', the contracting authority requires a statement from an authorized geodesy engineer for each submission of elaborates for the registration of objects in the consolidated cadastre of public utility infrastructure, as well as the actual submission of applications for registration in the Cadastre of Public Utility Infrastructure. The contract also includes software (modules) whose lease price depends on the size of the utility infrastructure and the number of addresses (1000 km of water pipes/400 km/15,000 addresses): • Connection to the business information system. • Approvals. • Property register with connection to fixed assets. The subject of the contract also includes the additional setup or lease of mobile applications for 40-60 users: • Water supply: malfunction register (license size: 1000 km). • Water supply: water quality register (license size: 1000 km). • Water supply: hydrants (license size: 1000 km). • Sewerage: reporting of problems and hydraulic deficiencies (license size: 400 km). And additional setup or lease of modules: • Water supply: hydraulic export (license size: 1000 km). • Sewerage: hydraulic export (license size: 400 km). • Sewerage: additional hydraulic description of objects, with web publication (license size: 400 km). • Sewerage: CCTV inspection (license size: 400 km). • Sewerage: connection to the SCADA supervisory control and data acquisition system, with web publication (license size: 400 km). In addition to the software lease, the contract includes all costs related to software maintenance.
