Original language: slNaročnik je predhodno izvedel postopek oddaje naročila male vrednosti za »Najem Microsoft licenc za obdobje treh let«, ki je bilo objavljeno na portalu javnih naročil dne 15. 1. 2026, pod številko objave JN000241/2026-SL1/01. Naročnik do predvidenega roka za oddajo ponudb, to je do dne 29. 1. 2026, ni prejel nobene ponudbe, kar je razvidno iz zapisnika o odpiranja ponudb, ki se je avtomatsko izvedlo na portalu ePonudbe dne 29. 1. 2026 ob 12:00 uri. Posledično naročnik javnega naročila ni oddal, ker naročnik v postopku oddaje javnega naročila ni prejel nobene ponudbe. Kadar naročnik v postopku naročila male vrednosti, v katerem je naročnik objavil povabilo k sodelovanju, ni oddana nobena ponudba, lahko naročnik izvede postopek s pogajanji brez predhodne objave na podlagi a) točke prvega odstavka 46. člena ZJN-3, pod pogojem, da se prvotni pogoji javnega naročila bistveno ne spremenijo. Skladno z navedenim naročnik ugotavlja, da so izpolnjeni pogoji za izvedbo postopka s pogajanji brez predhodne objave na podlagi a) točke prvega odstavka 46. člena ZJN-3.
