Request for Expressions of Interest
for National Financial Management Specialist (365 days over the period of 36 months)
- The Royal Government of Cambodia (RGC) has obtained financing from the International Development Association IDA) towards the cost of the Cambodia Southeast Asia Disaster Risk Management Project II for rehabilitation and upgrade of Rural Roads in Cambodia. The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response.
- The National Financial Management Specialist to be selected will be based in Project Management Unit, Ministry of Rural Development and responsible for providing capacity building and hands holding coaching on financial management and accounting software to enable the government FM team of PMU of DRMP2 to implement, coordinate, and monitor in accordance with the agreed and applicable procedures and guidelines. In doing so, he/she must work in close consultation and cooperation with PMU-MRD staff.
- Minimum qualifications of candidates are as follows:
- At least a bachelor degree in financial management/accounting or related field.
- At least 8 years of work experience in financial management (preferable with development partner funded projects such as WB, ADB, or UN Agency).
- Familiarity with Standard Operating Procedures and Financial Management Manual of the Government.
- Knowledge of EXCEL, ACCPAC, Peachtree, Sage 50, QuickBooks or other similar accounting software, and willingness to learn computerized accounting system.
- Demonstrate experience in conducting training and knowledge/skill transferred to the Finance Teams,
- Demonstrate ability to consult and work cooperatively with others.
- Knowledge of Khmer and English
- Contract Duration: The National Financial Management Specialist is contracted for 365 days over the period of 36 months (intermittent).
- The Ministry of Rural Development invites expressions of interest from qualified and experienced candidates to undertake the above-mentioned services which are further detailed in the Terms of Reference for the assignments. The National Financial Management will be selected in accordance World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and August 2018 and November 2020 (Fourth Edition)
- In submitting their expressions of interest, Candidates must provide their updated curriculum vitae, indicating professional skills, academic qualifications, and experience in similar assignments, along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
- Interested candidates can request for the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 8:00 to 12:00 and from 13:30 to 17:30 hours, Monday through Friday, except public holidays.
- Expressions of interests must be submitted to the address below no later than June 8, 2026 (before 17:30 hours).
