Description

SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: National Learning Assessment for Grades 3 and 6 Data Collection Assignment Countries: Liberia ASSIGNMENT DESCRIPTION In implementing its Getting to Best Education Sector Plan 2017-21 (G2B-ESP) to address the most urgent challenges facing the education sector in Liberia, the Ministry of Education ( M o E ) developed and adopted a comprehensive National Learning Assessment Policy (NLAP) and Framework for primary education. The NLAP serves three key purposes: ( i ) accurately assess the status of learning at primary grades in the country, (ii) provide early diagnostics of learning outcome gaps, and (iii) inform decision-making and response. Following the development of the NLAP, Liberia completed a pilot of the National Learning Assessment (NLA) in Grades 3 and 6 in 2021 and a full round in 2023. The latter assessed 3,096 students from grades three and six from 123 schools in 27 districts within 8 counties. The National Learning Assessment is an activity in the Liberian ARREST Agenda for Inclusive Development (AAID) (Program 40), 2022-2027 Education Sector Plan ( ESP , key performance indicator 5) and Operational Plan (Output 2.1.3.2). In addition, the forthcoming EXCEL Project (a five -year project funded by GPE and the World Bank to support foundational learning (i.e., literacy, numeracy); equitable access; capacity building to improve service delivery with a focus on foundational learning) aims to use the NLA as a baseline to measure impact on learning over the life of the project . To address the gaps identified in the Partnership Compact Enabling Factors Analysis, report data for the G2B-ESP and Sustainable Development Goal 4.1, and to provide a baseline for the forthcoming EXCEL project , the MoE seeks to conduct an NLA at national scale in the 202 6 -202 7 school year. Regular NLAs are in line with the goals outlined in the AAID and ESP and will enable the M o E and partners to make evidence-based decisions to improve the foundational learning outcomes of students within the Liberian education system. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: BB: Bank Budget TF0C8880: EFASE SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
