TERMS OF REFERENCE 1. DEFINITION AND PURPOSE OF TERMS OF REFERENCE The objective of this assignment is to co-create and deliver the first phase of a Nature-based Solutions capacity development programme for the MozWater Programme. The assignment aims to strengthen the technical capacity of implementing partners and other relevant stakeholders by introducing NbS theoretical principles and case studies in order to strengthen, diversify, and enable the practical application of Nature-based Solutions within the MozWater program. 2. BACKGROUND The MozWater Programme aims to strengthen sustainable water resources management and climate resilience in Mozambique. As part of Work Package 5, the programme will develop and deliver a comprehensive Nature-based Solutions (NbS) training programme to strengthen the capacity of government institutions and other key implementing partners. The assignment requires technical expertise to support the design, co-creation and delivery of this training programme, drawing on experience in Nature-based Solutions, water governance, conservation finance, IWRM, multi-stakeholder landscape management and engagement, environmental justice and capacity development. The proposed training package includes introductory and technical modules covering the IUCN Global Standard for Nature-based Solutions, NbS, water and green finance and a theoretical approach to make NbS cross-cutting within the MozWater Programme. 3. OBJECTIVES The objective of this assignment is to support the MozWater Programme in the co-creation and delivery of a high-quality Nature-based Solutions training programme that strengthens technical capacity and enables the practical and effective application of Nature-based Solutions within the Moz Water program and water sector in Mozambique. 4. SCOPE OF SERVICES The consultant or team will provide technical support and lead the design and co-creation process to contribute to the successful development and delivery of the training programme in an inclusive and transparent way with the engagement of relevant public, private, non-profit and community-level actors. 1/7 The assignment will include: • Based on an initial questionnaire designed and sent to be filled in by the most relevant public, private, local and other stakeholders, an online inception meeting will be organised with these same relevant stakeholders. The participants will be identified by the IUCN Mozambique team, keeping in mind the importance of broad participation, including local actors. Participants will give input on the objectives and envisioned deliverables of the training. This online inception meeting is crucial to support the design of the training programme. • Strategic and technical advice on a training programme with two days theoretical NbS training with input based on suggestions made in the questionnaire and during the inception meeting. The curriculum will be developed and refined in close collaboration with the Mozambique team. While exact content depends on the results of the above, the preparations for the in person training will include: • Preparation and explanation of technical training materials and supporting resources. • Sharing of international ‘best practices’ and learnings from relevant case studies • Technical review and quality assurance of all training products. • Delivery of training sessions (see annex 1) • Documentation of lessons learned and recommendations for future capacity development and implementation. 5. DELIVERABLES The assignment is expected to produce the following results: Agreed training methodology and training schedule for the two days will be defined jointly. • Nature-based Solutions training curriculum, developed by the consultant or team and validated by IUCN Mozambique. • Design of a complete training package for the session, including presentations, facilitator notes and participant materials. • Delivery of the agreed two-day training programme by the consultant or team. • Final report summarising recommendations and elements for a potential second training in 2027. Any potential second training in 2027 is outside the scope of this procurement. • The assignment is designed to contribute to the MozWater Project following outcomes: The training will directly influence in the following Outputs: Personel trained and competent on NbS NbS considered in projects 6. APPROACH The assignment will be implemented through a collaborative co-creation process between the consultant or team, IUCN Mozambique and relevant MozWater partners. This inclusive approach will ensure that: 2/7 • the training reflects international good practice while responding to local and national priorities and context; • technical content is reviewed and validated throughout development by local stakeholders • the final programme is relevant and tailored to the Mozambican context and relevant stakeholders; • knowledge generated through the programme remains available to all relevant parties for future consultation and implementation. 7.
