(6) Bidding method: The bid amount shall be for the total price. In addition, when determining the successful bidder, the bid price shall be the amount obtained by adding 10 percent of the amount stated in the bid to the amount (if there is a fraction of less than 1 yen in that amount, the fraction shall be rounded down). Therefore, bidders shall state in their bids the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax.
(7) Use of Government Electronic Procurement System (GEPS): This project will be conducted through GEPS. However, those who find it difficult to use GEPS may use the paper bidding method only if they apply in writing to the Disbursement Obligating Officer.
2 Qualifications for Participation in Competition
(1) Must not fall under the provisions of Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding a contract may fall under special reasons in the said article.
(2) Must not fall under the provisions of Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must not be in a period of suspension of transactions from the Ministry of Health, Labour and Welfare.
(4) Must be qualified to participate in tenders in the Kanto-Koshinetsu region with a grade of A, B, or C in "Services, etc." by the Director of Accounts Division, Minister's Secretariat, Ministry of Health, Labour and Welfare, in the Reiwa 7, 8, and 9 fiscal years (unified qualification for all ministries and agencies).
(5) Must be recognized as not having provided false information in the qualification application or supporting documents.
(6) Must be recognized as not having a critically deteriorated business situation or creditworthiness.
(7) Must meet other qualifications determined by the Disbursement Obligating Officer based on the provisions of Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting.

(3) Matters required of bidders: Those wishing to participate in this general competition must submit documents proving their ability to perform the work specified in this announcement by the designated deadline. Bidders shall respond to requests for explanation regarding such documents from the Disbursement Obligating Officer.
In addition, those wishing to participate in the bidding must submit a pledge stating that they do not fall under the category of organized crime groups, along with the above-mentioned supporting documents.
(4) Invalid bids: Bids submitted by persons who do not meet the qualifications for participation in competition specified in this announcement, bids by persons who have not fulfilled the obligations required of bidders, bids that violate other bidding conditions, and bids that fall under the types of invalid bids specified in the tender documents shall be deemed invalid.
Furthermore, if a bidder fails to submit the pledge in (3), or makes a false pledge, or violates the pledge, their bid shall be deemed invalid.
