Liquid chromatography-mass spectrometry (LC-QTrapMS/MS device) including maintenance

The contracting entity has a device corresponding to the equipment to be procured, which was acquired in 2025 and for which methodology crucial for the unit's operation in drug and narcotic research has been developed through in-house development. The key methods among these have been validated and accredited according to standard ISO 17025 and are in daily use by the unit. To perform the tasks, a need has subsequently arisen to acquire a second QTRAP-type device, corresponding to the current mass spectrometer, which is directly and fully suitable as a backup device for the current instrument. Based on thorough market research, the selected supplier is the only operator on the market that can deliver the device subject to procurement. The technical reason is the specific interoperability requirements for liquid chromatography-mass spectrometry devices (LC-QTrapMS/MS device) that must be met to ensure the device's interoperability with the already existing device and the processes developed for it. The device to be acquired now will serve as a parallel and backup device for the previously acquired mass spectrometer devices. According to the definitions of ISO accreditation, for a device to function as a backup and parallel device, it must be fully equivalent to the devices in use. The developed methodology can only be utilized on another similar device. This device is a triple quadrupole mass spectrometer with a QTRAP feature. The device combines the quantitative performance of a standard MS/MS device with the qualitative capability of a linear ion trap. Manufacturers of mass spectrometry devices other than the selected supplier do not offer a comparable device with which the same end result can be achieved. Thus, only the supplier of the device in use can deliver the device to be acquired now. The device ensures that the process also functions in exceptional situations where the device in use fails and breaks down, and analytical operations can continue uninterrupted. Research results often have legal implications. To ensure the continuity of the unit's operations and post-mortem analyses and the reliability of research results, a backup device arrangement is therefore essential. Forensic autopsies are part of THL's statutory duties, of which forensic toxicology examinations are an integral part. To ensure the continuity of chemical analyses, the laboratory must have multiple similar devices, e.g., due to equipment failures. Considering the intended use of the device and the legal and quality requirements of the research, ensuring operational capability under all circumstances is essential. The announced estimated value of the procurement is 310,000 euros (excl. VAT).
