New construction of Stadtwerke Memmingen operating facility - Technical equipment, ALG 1/2/3/7/8, Lph. 1-9

Stadtwerke Memmingen faces the urgent need to rebuild its operating facility. The existing infrastructure is outdated in many respects and was partially damaged by the flood in June 2024. The current building stock comprises several functionally separate units: administration, storage and workshop areas, purchasing warehouse, and an operational apartment. These buildings no longer meet the requirements for modern operating facilities in terms of energy efficiency, accessibility, and workplace quality. Based on a feasibility study, a conceptual proposal for the redesign of the plant site has been developed. The goal is the construction of a sustainable, energy-efficient, and future-proof operating building with external facilities. Planning in accordance with the requirements of the Quality Seal Sustainable Building Plus (QNG+) is expressly desired. As part of the planning, effective flood protection must be ensured, taking economic efficiency into account. It is planned to gradually dismantle the existing buildings. Subsequently, a new factory hall with integrated storage is to be built, followed by the new construction of an administration building directly connected to the hall. The buildings are to be constructed without basements to minimize risks from groundwater. The new factory hall is to include storage areas, workshops, an equipment dispatch, a hazardous materials storage, and a disposal station. The administration is to offer modern office spaces, customer service areas, meeting rooms, as well as social rooms and changing rooms for fitters. A central component of the planning is the consideration of future expansion possibilities – especially a later (partial) extension of the administration building and a possible expansion of the factory hall. These options are to be considered from the outset in the planning. Given the high urgency of the project, the focus is on the shortest possible construction time and high cost efficiency. In this context, the use of modular construction methods and serial prefabrication is also to be examined, provided they can contribute to achieving the goals. The construction project is to be realized in timber or timber-hybrid construction to meet both ecological and design requirements. It is crucial that the chosen construction method allows for an economical and rapid implementation of the project. The total costs of the project (cost groups 200–700, as of April 2025) are estimated at approximately €9.3 million gross. The client reserves the right to award the measure, in whole or in part, to a general contractor for technical and economic reasons, in order to meet the time urgency of the construction. Planned project milestones: Start of services: December 2025, Start of construction: Early 2027, Completion: End of 2028. It is intended to commission the following services with this tender: Services for Technical Equipment, Plant Groups 1, 2, 3, 7 and 8, according to §§ 53 ff. HOAI. The services will be commissioned in stages. First, in the 1st commissioning stage, service phases 1-2 for ALG 1/2/3/7/8 according to § 55 HOAI will be commissioned. Service phases 3-9 will be called off in stages. There is no legal entitlement to full commissioning. The planning services will be commissioned in stages, provided that expected subsidies are approved for the respective stage, provided that financing is secured, and provided that there are no serious reasons against further commissioning.
