Gegenstand dieses Vergabeverfahrens ist die Vergabe von Planungsleistungen für die Fachplanung Tragwerk gemäß § 51 HOAI, Leitungsphasen 1-6, sowie von in diesem Zusammenhang erforderlichen Besonderen Leistungen. Der Auftraggeber beabsichtigt eine stufenweise Vergabe der Planungsleistungen. In der Leistungsstufe 1 sollen die Leistungsphasen 1 bis 4 für Leistungen nach § 51 HOAI sowie die in diesen Phasen erforderlichen Besonderen Leistungen beauftragt werden. In der Leistungsstufe 2 beabsichtigt der Auftraggeber für die genehmigte Planung die Vergabe der Leistungsphasen 5 bis 6 nach § 51 HOAI sowie der in diesen Phasen erforderlichen Besonderen Leistungen. Die Beauftragung der Leistungsstufe 2 steht unter der aufschiebenden Bedingung, dass der Auftraggeber diese schriftlich oder in Textform im Wege der Auftragserweiterung abruft. Auf die Beauftragung der über die Leistungsstufe 1 hinausgehenden Leistungen/Stufen besteht insofern kein Rechtsanspruch.
