Description

The guarantee fund for fishermen would like to receive tenders for a new trade system, and refer to the attached tender documentation. In short, we would like the following: · A new, comprehensive trade system that replaces the current system and supports the Guarantee Fund ́s grant and performance schemes. · Staged development in two phases: first functionality for crew based schemes, then vessel based schemes, with total production setting and hand-over after phase 2. · A flexible and future oriented system with modular architecture, configurable rules and rates, good integrations and an option to establish new schemes without extensive changes to the programme code. · High security and quality, including privacy, access management, logging, full history and traceability, as well as robust routines for testing, error and deviation management. · Good and efficient user surfaces for both internal case officers and external users, with support for document production, application processing, decisions, calculation, payment and settlement. · A competent and cooperating supplier who can carry out the development smoothly and iteratively, ensure documentation and competence transfer and actively contribute to risk management and further development. · Long-term maintenance and management of the total system after the take-over, regulated through SSA-T for the development and establishment and SSA-V for maintenance, management and further development.
