Der Beschaffungsgegenstand betrifft die Vergabe einer Dienstleistungskonzession (§ 105 Abs. 1 Nr. 2 GWB, §§ 1 ff. KonzVgV), bei der der Schwerpunkt der Beschaffung auf dem Betrieb eines Gigabit-Breitbandnetzes und dem Angebot breitbandiger Telekommunikationsdienste liegt. Die Dienstleistungskonzession hat den Zweck, die Bereitstellung und den Betrieb eines öffentlichen Kommunikationsnetzes sowie die Bereitstellung von öffentlichen Kommunikationsnetzen im Ausbaugebiet zu ermöglichen.
