The NLStBV and Flughafen Braunschweig-Wolfsburg GmbH are conducting this tender procedure as a (occasional) joint award within the meaning of § 4 of the Sectoral Regulation. The NLStBV is leading the tender procedure. There are two separate contractual relationships. Separate applications for participation and offers must be submitted for each. The NLStBV is responsible for carrying out the tasks specified in § 5 LuftSiG. Within the scope of this tender, it intends to commission the following services: - the search of persons and their verification in other ways - the search / screening of items brought into the security area of the airport, especially hand luggage, as well as - search / screening / other appropriate verification of cargo, checked baggage, postal items, and other objects. The personnel deployed for controls in accordance with § 5 LuftSiG must meet the guidelines on the requirements for aviation security assistants for the enforcement of § 5 LuftSiG at German airports (BMI - P II 4 - 643 201/1). The deployed employees must also be trained as aviation security assistants with a successfully completed examination according to legal requirements and subsequently undergo further training, see "Concept for the further training of aviation security assistants" (BMI - P II 4- 643 520-1/7). In addition, the screener position must be filled. The total need for control hours is estimated at approximately 12,000 control hours per calendar year. The need for deployment hours for the screener position is estimated at approximately 1,500 hours per calendar year. These estimates are non-binding and should be considered as guidelines. Due to national binding regulations (Luftsicherheit Framework Plan and Aviation Security Orders) and in accordance with § 8 para. 1 sentences 3, 4, 5 LuftSiG, Flughafen Braunschweig-Wolfsburg GmbH has the following tasks to ensure aviation security at Braunschweig-Wolfsburg Airport, which it intends to transfer within the scope of the advertised contract: - patrolling the airport perimeter by security forces or, if applicable, future drones, - monitoring and securing the temporarily sensitive security area, such as arrival and departure areas and the apron area, by security forces during handling times, - carrying out access control at manned control points in conjunction with vehicle, goods, and passenger checks - partly escorting individuals without airport identification to perform special tasks - monitoring events on the airside of the airport (which are not covered by the Braunschweig-Wolfsburg Airport GmbH identification regulations) in consultation with the airport operator. The personnel deployed for tasks according to § 8 LuftSiG must be trained, and if necessary, recertified for their activity according to personnel group no. 11.2.3.1,3-5,9,10 of Implementing Regulation (EU) 2015/1998 as an aviation security screener, in accordance with the currently applicable regulations. The contractor must carry out the listed measures on 365/366 days a year within operating hours. The vehicle control point and the mobile patrol must be permanently staffed during operating hours plus 15 minutes before and after operating hours. Exceptions, such as public holidays, will be regulated separately. For the mobile patrol, it is assumed that the fence patrol must be carried out at least twice a day during operating hours at irregular intervals.
