The Government of Indonesia has received financing from the World Bank toward the cost of the Local Service Delivery Improvement Project (IBRD-99020) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include results-based financing mechanism, focusing on Solid Waste Management (SWM) to reduce climate impacts and improve urban environments. The duration of project task implementation is estimated to be 47 (forty-seven) months and the location of task implementation is located in Jakarta and across designated regions. 

The Ministry of Home Affairs, Directorate General of Regional Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information to demonstrate that they have the required qualifications and relevant experience to perform the Services such as brochures/company profile (indicating the core of business and technical resources) and description of similar assignments (including location/country, name of the Client, type of services provided, contract amount, period of contract, including the starting and the completion date) and contract value.

 

The shortlisting criteria are:           

A. Core Business and year in Business:

Minimum of 10 (ten) years of experience in providing management consulting services.

B. Similar experiences required:

  1. Have at least 2 (two) contracts for similar project management assignments within the last 10 (ten) years;
  2. Have at least 2 (two) contracts related to solid waste management or sanitation projects within the last 10 (ten) years;
  3. Have at least 3 (three) contracts under projects financed by international donor or funding agency within the last 10 (ten) years.

C. Technical and Managerial capability of the firm:

Availability within the firm of permanent (i.e. in the firm’s regular payroll), experts/ professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 7th Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Firm may associate with other firms to enhance their qualifications but shall clearly indicate in EOI whether the association is in the form of a Joint Venture (JV) and/or a sub-consultancy arrangement. In the case of JV, the EOI shall clearly identify the lead member authorized to represent the JV, and all JV members shall be jointly and severally liable for the entire assignment if selected. For the purpose of EOI evaluation and shortlisting, only the qualifications and experience of the JV members shall be considered in assessing compliance with the shortlisting criteria The qualification and experience of sub-consultants shall not be taken into account for the evaluation of the EOI.

A Firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
