Nordsøkvarteret - Urban development of several city districts in Ydre Nordhavn

Udviklingsselskabet By & Havn I/S (hereinafter "the Contracting Authority") hereby invites tenders for a project competition for the preparation of a master plan for several city districts in Ydre Nordhavn (hereinafter "the Project Area"). By & Havn is to initiate the urban development of the next stages in Nordhavn, specifically areas in outer Nordhavn, north of Skudeløbet and Skudehavnen, covering a total of approx. 74 ha. The upcoming urban development involves phased planning for a total of approx. 900,000 sqm of mixed-use development, expected to be developed by 2040. The urban development of the next areas in outer Nordhavn is a continuation of the development and transformation that has taken place in inner Nordhavn since 2008 and is still ongoing. The first local plans for the next stages in Ydre Nordhavn are expected to be adopted in 2029. The main objective of the urban development in Nordhavn is to realize good, varied, and experience-rich city districts where residents and businesses thrive, and where we share the space along the harbor. The new city districts are to be developed in continuation of the neighborhoods that are established or under development in Nordhavn today. The completed city district is expected to be certified DGNB Platinum for urban areas. The competition is conducted as a project competition with subsequent negotiated procurement without prior publication. The Contracting Authority estimates the contract value at the time of tender to be DKK 30 million excluding VAT, but including options. The estimated value without options is DKK 15 million excluding VAT. This is a non-binding estimate from the Contracting Authority. The contract is expected to cover services related to architectural, landscape architectural, and engineering consultancy, with a main focus on architectural and landscape architectural services. The Contracting Authority will enter into negotiations with the winner or winners of the project competition with a view to awarding the contract, which includes technical consultancy and assistance regarding: 1. Development of a master plan for the project area until the local plan for the first stage is adopted, and possibly a local plan for the second stage (option). The service includes qualifying the tenderer's project solution (master plan) to a level that can form the basis for preparing a local plan, including acting as the Contracting Authority's advisor throughout the planning process. Consultancy is expected to be based on time spent. 2. Development of an infrastructure project for the first stage of the project area until an approved project proposal and authority project, as well as possibly subsequent design of tender and execution projects and possibly supervision during execution (both are options). Consultancy is expected to be based on time spent. The Contracting Authority weighs the development of the master plan and the development of the infrastructure project equally. Therefore, it is crucial that the winner of the contract reflects this weighting in their organization. For both services, the consultant is expected to be responsible for coordination with authorities and project management of all consultant deliveries for the local plan and authority approval, including (but not limited to) coordination with the Contracting Authority's other technical consultants. The Contracting Authority has a strong focus on sustainability. Therefore, it is crucial that the winner of the contract can work both strategically and concretely with the competition program's objectives and focus areas for sustainability. The winner of the contract is not expected to provide a general engineering consultant, sustainability manager, or DGNB Urban Area Auditor, as the Contracting Authority will provide these roles and competencies. Instead, the contract requires the winner of the contract to provide key personnel with expertise in project management, architectural, landscape, and traffic consultancy, and who have a good understanding of and experience with implementing sustainability objectives.
