Ziel des Dienstleistungsauftrages ist es, die diversen über das Monitoring des Pakts für Forschung und Innovation (PFI) erhobenen Kennzahlen der fünf Wissenschaftsorganisationen (Deutsche Forschungsgemeinschaft, Max-Planck-Gesellschaft, Fraunhofer-Gesellschaft, Leibniz-Gemeinschaft, Helmholtz-Gemeinschaft) durch einen normierten Vergleich mit internationalen Vergleichsorganisationen anhand ausgewählter Indikatoren zu ergänzen. Die fünf Wissenschaftsorganisationen werden dabei nicht miteinander in Relation gesetzt, sondern jeweils mit ihren internationalen Peers, die ähnliche Missionen verfolgen, aber unter anderen Rahmenbedingungen arbeiten.
