SUB-SAHARAN AFRICA WOMEN’S EMPOWERMENT AND DEMOGRA- PHIC DIVIDEND REGIONAL PROJECT PLUS (SWEDD+) ** NOTICE OF EXPRESSION OF INTEREST Reference Number: BF-WAHO-BF-447082-CS-INDV POSITION TITLE: Project Officer for Components 2 and 3 of the SWEDD+ Project 1- Introduction TheWestAfricanHealthOrganization(WAHO)is the specializedagency of the Economic Community of West AfricanStates (ECOWAS)incharge of healthissues. Its mandate is to provide high-level health care to the populations of the sub-region. Communicable and non-communicable diseasesare the maincauses of morbidityandmortalityin the region; therefore, disease control and epidemic prevention are among the priorities of the 15 countries of the ECOWAS region andare a central principle of WAHO's activities. The World Bank has provided grants to ECOWAS for WAHO to implement the Women's Empower- ment and Demographic Dividend in Sub-SaharanAfrica-Plus (SWEDD+) Project P176693. It is within the framework of the implementation of this project that WAHO is seeking to recruit a qualifiedandexperiencedProject Managerfor components 2 and 3 of the project. 2- Main Purpose of the Assignment: The Project Officer of components 2 and 3 provides strategic, technical and programmatic support to the implementation of the Sub-Saharan African Women’s Empowerment and Demographic Dividend plus (SWEDD+) Project within the framework of WAHO's regional interventions in the area of girls' and women's empowerment and the demographic dividend, ensuring the achievement of the objectives of components 2 and 3, which are important work to increase the use of quality health and nutrition services for women, mothers, newborns, children and adolescents, as well as the use of trained health workers at the communitylevel. 3- Duties and Responsibilities: Under the coordination of the Project Coordinator, the Project Officer will assist the Coordinator on a daily basis in the effective and efficient conduct of activities related to components 2 and 3 of the SWEDD+ project at WAHO,in collaboration with the project management team. Among his or her duties, he or she will be responsible for: providing technical support to the SWEDD+ project in WAHO on WAHO’s interventions spanning components 2 and 3; support the attainment of the objectives of components 2 and 3 allocated to WAHO which are: o support the strengthening the legal frameworks – the completion of the regional Guide and Directive on Sexual and Reproductive Health and Rights (SRHR); o support the development of adolescent-specific and sensitive modules in the midwife and nursing training curricula; 19, Rue de la Paix, Sebroko, Abidjan, Côte d'Ivoire www.wahooas.orgo support the conduct of advocacy missions at the level of governments and parliaments of ECOWAS, Traditional and Religious Leaders (TRL) for the adoption of the Directive and Guide on SRHR in the ECOWAS region as key partners to lead social and behaviour change and promote gender equality; o Draw up the annual work plan and budget (AWPB) of the project; o Develop terms of reference and memoranda for activities; o Make arrangements for meetings and field missions; o Prepare correspondence and letters of invitation to be sent to participants for the various activities and meetings; o Prepare activity and progress reports; o Prepare follow-up meetings on activities implementation with countries and partners and project implementation agencies; o Collect information and data from the Project Coordination Units (PCUs) at country level, as well as project partners and implementing agencies; o Support the Monitoring & Evaluation Unit to populate the project results framework; o Organize field supervision and monitoring missions; o Prepare the Technical Committees and Project Regional Steering Committee Meetings; o Monitor implementation of the recommendations of all meetings; o Represent the SWEDD+ Coordinator at any meeting in the event of absence or whenever required to do so, within the framework of the implementation of the project. o Do all other tasks assigned to him/her by WAHO management on gender mainstreaming. 4- Documents to be provided WAHO now invites eligible individual Consultants ("Consultants") to express their interest in providing the Services.
