Notice of Intent for the provision of Health Technology Assessment (HTA) and support services panel arrangement.

This is a Notice of Intent (NOI) for an upcoming Request for Tender (RFT) release.The close date of 28 August 2026 relates to this NOI.Details of the RFT, including its closing date, any Industry Briefing, and associated documentation, will be released at a later date.We encourage interested suppliers to monitor AusTender for all updates.The Department of Health, Disability and Ageing (department) seeks to establish a panel of organisations and individuals with expertise in HTA to deliver analysis, evaluations and support services. These services will assess the safety, clinical effectiveness and cost effectiveness of health technologies and support the work of key advisory committees, including the Medical Services Advisory Committee (MSAC) and the Pharmaceutical Benefits Advisory Committee (PBAC). Panel members will provide a range of assessment, review, research and technical reporting services, including support for co-dependent technologies, vaccine evaluations, the Prescribed List, and reimbursement and policy decision making, delivered on an as needed basis under a standing offer arrangement.The department requires the provision of specialised HTA services to support its policy, program and regulatory responsibilities. The work involves the application of scientific and economic evidence to assess the quality, safety, clinical effectiveness and cost effectiveness of health technologies, including medicines, medical services, diagnostic technologies, vaccines and medical devices.Services will support the work of key advisory committees, particularly the MSAC, PBAC and their subcommittees. This includes contributing to assessments that inform decisions on public funding and subsidy arrangements, as well as broader government programs and regulatory activities. The work may also support assessment processes associated with vaccine programs, medical devices, human tissue products and other health technologies.The department seeks a broad range of capabilities, including evidence synthesis, clinical evaluation, economic evaluation, financial and utilisation analysis, and preparation of high quality technical reports. Services may also include research, methodological advice, training and other support activities required to ensure robust and transparent assessment processes.Services will be delivered on an as needed basis through a panel arrangement, with the department engaging panel members to undertake discrete projects over the term of the arrangement. Tenderers should demonstrate the ability to provide timely, high quality services and have access to appropriate clinical and technical expertise to meet the varying requirements of the department. Conditions for Participation: Potential suppliers must meet the following minimum conditions in order to participate in this procurement process and for their submissions to be considered:The supplier must not have any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements where any resulting order has not been satisfied.The supplier, its personnel and any proposed subcontractors must not, at the time of tender closing, be listed as terrorists under the Charter of the United Nations Act 1945.The supplier, and any proposed subcontractor, must not be named on the consolidated list under the Charter of the United Nations (Dealing with Assets) Regulations 2008.The supplier must provide all valid and satisfactory Statements of Tax Record (STRs) required for their entity type and structure.The Tenderer must ensure that any proposed subcontractors that are required to hold STRs under the Shadow Economy Procurement Connected Policy also comply with the requirements of this clause.Suppliers that do not meet all the above conditions will be excluded from further consideration. Other Instructions: The department will conduct an online industry briefing session to provide an overview of the Request for Tender (RFT) objectives, outcomes and timeframes. Attendance is not mandatory. Suppliers must register in advance via the contact email provided in the RFT documentation.All tenders must be lodged electronically through the Australian Government tendering system (AusTender) by the specified closing time. Late submissions will not be accepted except in limited circumstances as outlined in the documentation.All enquiries relating to this RFT must be directed in writing to the nominated contact officer. Responses to enquiries may be shared with all potential suppliers for transparency.Tenderers are responsible for ensuring they meet all conditions for participation, minimum content requirements, and service specifications set out in the RFT documents.The department may update or amend the RFT through addenda published on the tendering system. Suppliers are responsible for monitoring updates.
