The subject of the public procurement is the supply of chemical de-icing material with a defrosting effect down to –6 °C intended for winter maintenance of public roads, including transport to the public contracting authority's collection points. Specification of the subject of the contract: • Chemical de-icing material with an effect down to –6 °C (de-icing salt) intended for storage in halls and silos, to be delivered within 3 working days of receiving the order by e-mail, • Chemical de-icing material with an effect down to –6 °C (de-icing salt) intended for storage in halls and silos, to be delivered within 10 working days of receiving the order by e-mail. The capacity of each silo at the public contracting authority's centers in Malacky, Senec, and Pezinok is 240 tons. The supplied material must not contain impurities of plastics or other packaging materials and must be suitable for de-icing public roads. The supplier is obliged to deliver the goods in the required quality in accordance with the technical specification provided in Annex No. 1. The price of the subject of the contract includes all costs associated with the delivery of the goods, especially the costs of loading, transport, and unloading to the designated locations of the public contracting authority. The de-icing material is intended for winter maintenance of public roads managed by the public contracting authority, with the aim of ensuring the drivability and smoothness of road traffic in a scope corresponding to the normal operational state. The subject of the contract must meet the requirements of relevant technical standards, especially STN 58 0111, or equivalent EN standard, STN 65 6072, or equivalent EN standard, as well as technical conditions TP 039/2022 issued by the Ministry of Transport of the Slovak Republic (Section of Road Transport and Public Roads). At the same time, it must meet all relevant requirements of applicable Slovak Republic legislation and technical standards related to environmental protection, throughout the entire product lifecycle, including its production and disposal. The public contracting authority requires that the supplied subject of the contract meets all generally binding legal regulations, technical standards, and conditions valid at the time of contract execution. The bidder is obliged to submit a confirmation from the salt manufacturer regarding the non-caking of the supplied salt for a period of at least 3 years, as well as regarding the preservation of its physical properties during this period. This requirement arises from the fact that part of the supplies will be stored in the silos of the public contracting authority, where it is necessary to ensure that the material does not harden during long-term storage and that the functionality of the storage facilities is not reduced. Invoicing will be carried out on a monthly basis. The invoice will include the supplier's weighing ticket for each delivery and a clear summary of deliveries for the previous calendar month. Each delivered batch will also be subjected to control weighing on the public contracting authority's certified scales at the place of delivery. A weighing ticket from the public contracting authority will be issued for this weighing. A deviation of up to ±3% is considered permissible between the weight indicated on the supplier's weighing ticket and the weight determined by the public contracting authority's weighing. In case of a deviation exceeding the specified tolerance, the weighing ticket issued by the public contracting authority will be decisive for invoicing purposes. Requirements for proving the quality and properties of the subject of the contract – requirements for the subject of the contract to be proven upon submission of the offer. The bidder is obliged to prove that the chemical de-icing material offered by them meets the requirements set by the public contracting authority and relevant technical standards and legal regulations. For this purpose, the bidder will submit, in particular: • product technical data sheet containing basic physical and chemical properties, see Annex No. 1, • safety data sheet in accordance with current chemical legislation, • test report issued by an accredited laboratory, not older than 12 months from the date of offer submission, proving compliance with the required quality parameters, • manufacturer's confirmation of non-caking of the supplied salt for at least 3 years, including the preservation of its physical properties during this period.
