Object and structural design

The subject of this tender procedure is planning services for the replacement construction of the bridge structure "Nassachbrücke Nordtangente" in the city of Haßfurt, district of Haßberge. The structure is located on the state road St 2447, a supra-local main traffic route with significant connecting function between Bamberg and Schweinfurt, as well as a diversion route for motorway traffic. The existing bridge structure was built in 1976 and shows considerable structural damage, particularly in the area of the superstructure. In the course of an object-related damage analysis, serious chloride-induced corrosion damage with pronounced cross-section reductions was identified. To maintain usability, traffic restrictions and structural safety measures have already been implemented. Further use depends on additional investigations and, if necessary, further refurbishment measures; a permanent closure cannot be ruled out. Against this background, the demolition of the existing structure and its replacement construction are planned. The planning must take into account in particular the high traffic requirements, the limited space conditions, and the location in the area of a second-order water body ("Nassach") and within a flood protection zone. Additionally, there are boundary conditions due to adjacent infrastructure, including a parallel cycle path and an adjacent pedestrian and cycle bridge, which must be included in the planning.The scope of services includes: - Object planning for civil engineering structures according to § 43 HOAI 2021 for service phases 1 to 4 and 6 to 9, including special services, - Specialist planning for structural design according to § 51 HOAI 2021 for service phases 2 to 4 and 6, including special services for service phases 7 to 9, and - Object planning for traffic facilities according to § 47 HOAI 2021 for service phases 1 to 4 and 6 to 9. The services include both the planning of the demolition of the existing structure and the planning of the replacement construction, including necessary shoring measures, as well as the adaptation of adjacent traffic facilities and traffic management during construction. Within the scope of planning, up to three variants for the replacement construction are to be developed and evaluated regarding technical, economic, and construction operational aspects. The goal is to develop an overall economically optimal solution, considering the shortest possible construction time and maintaining traffic flow. Special attention is to be paid to the planning of construction states, site setup, and traffic management during the construction period, as a complete closure of the state road is to be minimized due to its superior traffic function. The planning will be carried out in close coordination with the State Building Authority Schweinfurt as the future road authority, as well as with the responsible approval and specialist authorities, particularly the Government of Lower Franconia and the Water Management Office. The commissioning will be carried out in stages. There is no entitlement to be commissioned for all service levels. In the event of commissioning, the contractor is obliged to fully perform the assigned service levels. Remuneration will be based on the scope of services commissioned. The services for service phases 6 and 7 are to be performed in advance, as the execution planning is to be carried out by the construction company to be commissioned later in the project.
